1. [NEW ITEM] Membership of the Australia ICOMOS Indigenous Heritage Reference Group – call for Expressions of Interest: deadline COB 21 June 2021

The membership of the Australia ICOMOS Indigenous Heritage Reference Group (IHRG) was last refreshed in late 2017. In accordance with the Australia ICOMOS policy for all groups for a number of years, it is now time to refresh the membership.

The purpose of the IHRG is to advise Australia ICOMOS on matters pertaining to Indigenous heritage conservation principles, policies and practice. (It should be noted that while Australia ICOMOS recognises that Indigenous cultural heritage encompasses a broad range of values including, but not limited to, sites and places of historical or contemporary importance and the land itself, the consideration of Indigenous heritage by Australia ICOMOS does not include general land management and conservation, which is outside the focus of Australia ICOMOS). The IHRG provides advice as needed to the President and the Executive Committee on any issues that arise in relation to the conservation of Indigenous cultural heritage. Issues may relate to specific sites as in the case of Indigenous issues in World Heritage Monitoring Missions, or ‘framework’ issues as in the case of preparing submissions on legislation reform. This reference group, initially a Working Group, has existed since 1998. The Group does not hold regular meetings, but acts as issues arise.

Members of the IHRG will be selected based on demonstrated expertise and experience in the area of Australian Aboriginal and/or Torres Strait Islander cultural heritage conservation. Members must have a high level of expertise in Australian Indigenous heritage management. In selecting members, regard will also be given to ensuring the IHRG has broad geographic representation across Australia and that the  membership represents a broad range of expertise in the area of Indigenous heritage conservation. Membership is open to Indigenous and non-Indigenous Australia ICOMOS members. Indigenous members are strongly encouraged to apply. Current IHRG members are able to nominate to renew their membership. Young and/or Emerging Professional members with a specialist skill or interest in Australian Indigenous heritage management, but who don’t have sufficient expertise to become a member, may apply to be an Adjunct member (this is initially a one year appointment, which is reviewed at the end of the year).

From 31 May 2021 you will be able to:

3. [NEW ITEM] Watch online: “Achieving Peace and Reconciliation through Heritage Interpretation”

The International Centre for the Interpretation and Presentation of World Heritage Sites under the auspices of UNESCO (WHIPIC) held an online webinar on 26 May. This webinar presented the winning entries of the Heritage Interpretation Video Contest and discussed how heritage interpretation contributes to peace and reconciliation, with our winners from Kenya, Iraq, Nigeria, Bangladesh and India.

2020 exposed the increasing importance of digital literacy and need to integrate digital opportunities into institutional plans and strategies. This event will bring together colleagues from across the GLAM and tech sector to explore how new technologies can transform how museums and galleries operate both internally and for audiences.

In Restauro: Post-War Heritage of Art and Architecture in Central and Eastern Europe
Integrated Approaches to Dissonant Monuments and Sites

This hybrid event is planned to be held live in Kazanlak (Bulgaria) and online by ICOMOS Germany and ICOMOS Bulgaria.

The symposium will focus on currently planned or recently carried-out measures of monument protection and monument restoration. Contributions should pay special attention to technical and methodological issues of conserving testimonies of post-war art and architecture; to a critical reflection of the intended or implemented measures; as well as to the involvement of the local and supra-regional public in the preparatory and accompanying communication of the conservation work. Contributions addressing the potential of political education and the tourist marketing of controversial monuments and sites for society are also expressly welcome. The event aims to improve the awareness of the potential of socialist heritage for urban communities in small and medium-sized towns as well as in peripheral regions.

The hosts are the City of Kazanlak and the Buzludzha Project Foundation in cooperation with the National Academy of Arts in Sofia, the University of Architecture, Civil Engineering and Geodesy in Sofia, and the Technical University of Munich. Partner organizations are: the Getty Foundation, the German Federal Ministry of the Interior, Building and Community (BMI) as coordination point of the partnership Culture and Cultural Heritage of the EU Urban Agenda, as well as Europa Nostra and the ICOMOS International Scientific Committees on 20th Century Heritage (ISC 20C), Cultural Routes (ICTC) and Small and Medium Towns (CIVVIH).

The conservation of monuments and historic sites is one of the most challenging problems facing modern civilization. It involves, in inextricable patterns, factors belonging to different fields (cultural, humanistic, social, technical, economical, administrative) and the requirements of safety and use appear (and often are) in conflict with the respect of the integrity of the monuments.

The complexity of the topic is such that a shared framework of reference is still lacking among art historians, architects, structural and geotechnical engineers.

Papers are now invited with an abstract submission deadline of 31 May 2021.

Copenhagen Workers Museum workers’ assembly halls project

The Workers Museum in Copenhagen, Denmark is leading a project to identify all relevant and still existing workers’ assembly halls worldwide. They might be known under other names such as trade union hall, labour union hall, labor temple, labor lyceum, casas del pueblo, gewerkschaftshaus, folkets hus, volkhaus, casa del popolo, maison du peuple, bourse du travail or people’s palace. We are working towards a transnational serial nomination of the gathering places of the labour movement, where the intangible values of community, the struggle for rights and a sense of place is embedded in the material structures. The assembly halls must be characterized by being defined spaces and self-contained, multi-functional instruments of organisation; where the organisation of workers and day-to-day social, educational, cultural and political activities took place. The labour movement was a global cultural phenomenon that manifested differently locally in various countries and it is this diversity that we would like to nominate. With the call for buildings, we hope that people around the world will get in contact with us if they know of a workers’ assembly hall that might be able to take part in the transnational serial nomination for UNESCO or take part in a global network of labour movement monuments.

Stained glass windows – seeking assistance with provenance

The owners of the Avoca Beach Theatre are embarking on an expansion of the theatre and have procured two stained glass windows without provenance. These windows will feature prominently in the expanded building and they would like to be able to record with some accuracy the nature and history of these windows.

All that is known of the two windows is as follows:

  • Window with St Andrew’s Cross (?) – purchased in Sydney from a building recycler, who obtained it from a ‘shed’ in Eastern Sydney near the St Vincents Hospital Randwick, but understood that is had been removed from a church (above left image)
  • Window dedicated to Fredrick Farrell – purchased from a private home in Morpeth in the Hunter Valley where it had been installed, though very likely originally from a church (above right image)

CPD Micro-credential courses in practical building conservation
Winter school intensive 7 June to 26 July 2021
School of Design University of Western Australia (UWA)

Designed to provide continuing professional development (CPD) for those working in the conservation of the built environment: A series of three modules (covering Roofs, Walls, Floors & Ceilings) examining the evolution of traditional building construction systems in WA and the range of structural problems and material defects encountered in conservation. Practice assessing and reporting condition on site and drafting scopes of work and maintenance schedules for significant places.

The three short courses will be offered consecutively in the six-week period between University semesters in June-July as a winter school. The courses are designed to follow each other ideally, but can be completed individually. Each involves: a week of lectures (5-7pm face to face at UWA or live online via MS Teams) and sitework exercises (in person early Friday mornings with online tutorials on Friday evenings); followed by a week of assignment work for feedback and assessment.

The out-of-hours timing is designed to suit those in full or part time professional practice. Sessions will be delivered by Adjunct Senior Lecturer Dr Ingrid van Bremen, the unit coordinator for all the conservation units in the School of Design, a registered architect specialising in conservation practice since 1992, and author of 3 volumes: Western Building Construction: Roofs 2013, Walls 2016, and Floors & Ceilings 2020.

In addition to these 3 short courses on practical building conservation, there will be a series of optional 2-hour, weekend site tours (CPD events) looking at conservation works in progress and completed in recent years.

Architects may gain up to 5 CPD points per 2 point Micro-credential module (Architects may wish to check the upper limit specified by the Architects Board WA).

Fees per micro for enrolment: including assessment $550 incl GST; excluding assessment $275 incl GST.

Between its broader sense of intent and that of making a drawing or plan, design appears to be expanding in both meaning and its application. Design is well understood when related to our material culture, where the medium often bears the imprint of the designer/s. Design has moved relatively seamlessly from the physical into the digital world. It makes sense that someone designs the applications that we use and that digital content, just as much as a poster, requires design. Design activities are rarely inseparable from a market economy, but the language of design has infiltrated business more broadly.

World Monuments Fund/Knoll Modernism Prize – nominations close 15 June

Forward-thinking. Experimental. Bold. Progressive. Innovative. Once recognized for these defining characteristics, significant modern structures around the world often fall victim to material deterioration, perceived obsolescence, and public apathy. As many of these modern buildings are too young to qualify for landmark designation and protection, the need for preservation and increased public awareness of these unique resources is urgent.

In 2008, World Monuments Fund (WMF) launched the biennial World Monuments Fund/Knoll Modernism Prize with founding sponsor Knoll to celebrate preservation success stories in buildings that are emblematic of the modern movement.

The prize honors contemporary architects, preservationists, planners, and community leaders who have implemented a physical intervention to preserve a threatened modern building or complex. Nominated projects must have been completed in the last ten years, and the site must have faced challenges or threats before it was preserved.

Nominations are now open for the World Monuments Fund/Knoll Modernism Prize until 15 June 2021.

National Trust of Australia (ACT) Heritage Awards 2021 – nominations close 21 June

The National Trust Awards recognise projects in the ACT that make a significant contribution to the conservation of the built, indigenous and natural environment in accordance with the principles set out in the Burra Charter.

The Burra Charter provides guidance for the conservation and management of places of cultural significance (cultural heritage places). The Charter sets a standard of practice for those who provide advice, make decisions about, or undertake works to places of cultural significance, including owners, managers and custodians.

Seaplanes on Lake Burley Griffin – public consultation invited by 22 June

The National Capital Authority (NCA) has released for public consultation a Discussion Paper concerning possible seaplane operations on Lake Burley Griffin (the Lake).

The NCA is established under the Australian Capital Territory (Planning and Land Management) Act 1999. The agency manages the Australian Government’s continuing interest in the planning, development and enhancement of Canberra as the National Capital. In performing its functions under the PALM Act and other relevant legislation, the NCA manages the Lake and is responsible for licensing commercial activities.

The Discussion Paper has been prepared to encourage feedback from the community and stakeholders. Community consultation will provide valuable feedback to ensure that the potential impacts of the activity on the Lake and other lake users, as well as the benefits that the seaplane activity may bring to Canberra, are fully understood. The National Capital belongs to all Australians, and the NCA seeks to understand and reflect a broader, national perspective about activities in Canberra.

NSW Heritage Act Review – submissions close 27 June

An Upper House committee has established an inquiry into the Heritage Act 1977 (NSW). The inquiry will examine the effectiveness of the Heritage Act and the NSW heritage regulatory system, along with heritage aspects of the Environmental Planning and Assessment Act 1979.

Eric Martin and Associates is a long-standing niche architecture firm with specialist expertise in the provision of advice on conservation and adaptive reuse of heritage buildings and the assessment and design of buildings to ensure the provision of equal access for people with disabilities. These specialties are built on the foundation of architectural services of design, documentation and construction. We are one of the few practices in Australia that brings these three areas together into a universal design framework.

We are looking for an experienced architect and access consultant to assist in the demands on the Practice for the provision of disability access assessment and advice. Experience in the provision of access advice for people with disabilities and/or design for access using appropriate legislation, codes and standards is essential. Accreditation with the Association of Consultants in Access Australia and other access frameworks (such as LHA and SDA) is highly desirable.
