NEW World Heritage Policies

Australia ICOMOS has for some time been developing policy documents to guide the actions of AI in regard to the following aspects of Australia’s World Heritage places:

1.    Developing Australia’s Tentative List of places proposed for World heritage nomination

2.    Responding to approaches from various parties with the intention of having a certain place nominated for possible World Heritage listing

The Tentative List policy initiative was generated by concerns that the process for developing the Tentative List could benefit from a more systematic approach with a greater degree of rigour and objectivity.

The WH Nominations policy was initiated in response to AI being approached by various groups who are interested in nominating places with which they are associated for inscription on the World Heritage List, and who seek support or at least advice from AI.

AI is of course mindful of the roles that both ICOMOS international and our own National Committee is likely to play in providing advice regarding the adequacy of nominated places for WH inscription, and the need to adopt a cautious position in engaging with proposals, especially at an early stage of the process.

The two policies have been formulated by working groups comprising members of the WHRG, but with consultation at critical stages with the wider WHRG membership.  We have also undertaken consultation with ICOMOS in Paris, and a number of other National Committees, to ensure that our methodology is consistent with relevant ICOMOS policies.

Both policies were adopted by the AI Executive Committee at its meeting of 12 November, 2022, and have been uploaded to the website at the links below.  We hope that these initiatives will be considered by the Comonwealth Department of Climate Change, Energy, the Environment and Water for information, and we anticipate that this initiative will provide the stimulus for further discussions with as a stimulus for enhanced management of nominations to Australia’s Tentative List.

NEW ICOMOS GA2023: Financial Assistance for Participation

The International Secretariat is now accepting applications for financial support to attend the 21st ICOMOS Triennial General Assembly in Sydney, Australia, from August 31 to September 8, 2023.

Applications must be submitted by February 5, 2023.

NEW ICOMOS GA2023 Video Series: Cockatoo Island / Wareamah

GA2023 Opal Patron, the Art of Multimedia, is producing a series of short videos to showcase inspiring Australian cultural heritage properties which delegates may visit.

We’re thrilled to be holding the GA2023 Youth Forum at Cockatoo Island / Wareamah as part of the GA! (There is more information on the Youth Forum here).

We are pleased to present the first video featuring Janet Carding, Executive Director of the Harbour Trust explaining why this is such a special site for all GA2023 delegates to visit. 

The GA2023 video series will offer a taste of some special Australian cultural places as their leaders share their delight in welcoming you to their World Heritage property to meet the team, exchange ideas, to see and learn what makes them unique.

NEW The Audit Office of New South Wales: Overseeing heritage assets – Have your say!

State heritage listing in New South Wales provides formal recognition that an asset has historical or cultural significance that is rare, exceptional or outstanding beyond a local area. Items of State heritage significance include assets such as places, buildings, works, relics, moveable objects, or precincts. Heritage NSW in the Department of Planning and Environment administers the Heritage Act 1977, including delegated functions from the Heritage Council of NSW. The Act provides the framework for the identification, conservation and adaptive re-use of heritage assets – including for over 1,800 items of State significance on the State Heritage Register.

This audit will assess how effectively the Department of Planning and Environment (Heritage NSW) is overseeing and administering heritage assets of State significance and this audit is open to taking submissions from members of the public and sector organisations or stakeholders. NEW Heritage Council of Victoria Project: Synthesis of information on the economic and social value of heritage | Quotations close 20 January 2023, 5:00pm

The Heritage Council of Victoria is inviting quotations for a project to synthesise information on the economic and social value of heritage.  

The project is to deliver a succinct document that collates authoritative and relevant facts and data from existing research, in Australia and overseas, that demonstrates the economic and social value of heritage. The project will include examples to illustrate the themes and propositions emerging and identify a list of gaps in the available information, making recommendations where further research may be useful. The final document will be utilised by the Heritage Council in public communication and promotion activities and material. Please contact heritage.council@delwp.vic.gov.au to receive the Request for Quotation document, which contains details about this project. The closing date for quotations is Friday 20 January 2023 at 5:00 pm.

NEW Judy Birmingham AM Honorary Membership of Australia ICOMOS 2022

At the 2022 AGM the Australia ICOMOS Executive Committee conferred lifetime honorary membership to honour the outstanding contribution made to Australia ICOMOS by Judy Birmingham. This rare honour is bestowed for services beyond what are normally given to a voluntary organisation and is an acknowledgement of the contributions made by individuals to Australia ICOMOS. Judy’s citation can be found here. This wonderful painting of Judy by her son Hamish, ‘Professor with totems’, clearly shows the importance of Judy’s contribution to our field.

World Heritage USA | International Exchange Program | applications close January 2023

World Heritage USA, the United States Committee of the International Council on Monuments and Sites, is seeking graduate students and emerging professionals specialized in historic preservation and heritage conservation to participate in an International Exchange Program (IEP) during the summer of 2023. Interns will be assigned to a 10-12 week, practical working internship, under professional supervision, with a public or private nonprofit heritage organization. These positions are for interns with an undergraduate degree in a preservation or conservation related field such as history, architecture, archaeology, conservation, art history, cultural resource management, or cultural tourism.

Community War Memorials Fund 2022/23 | NSW | applications close 13 February 2023

Is there a community war memorial in your local area in need of repair or restoration?

Applications are now open for a new round of the NSW Government’s Community War Memorials Fund. Grants of up to $10,000 are available for the conservation of local war memorials, including specialist heritage advice and physical work.

Grant applications are open to local councils and community organisations, including memorial trusts, veteran groups and crown land managers.

Applications close 13 February 2023.

Inaugural ACT Historic Places Art Prize | entries close 5 May 2023

Artists from across the greater Canberra region are invited to participate in a new Art Prize that supports local artists while encouraging a deeper appreciation of Canberra’s cultural and natural heritage through artistic engagement with Lanyon Homestead.  The prize pool of over $20,000, includes cash prizes, a Craft and Design Artist prize and exhibition opportunities.

The ACT Historic Places Art Prize is a regional, non-acquisitive competition and exhibition and is open to works in any medium. An exhibition of finalists’ works will be held at Lanyon Homestead from July to October 2023. Entries are now open and close on Friday 5 May 2023. Artists are invited to attend a site briefing to build their understanding of this iconic site.

The Australian Heritage Festival is Australia’s largest annual community-driven heritage festival. Returning to New South Wales from 10 April – 14 May 2023, we invite you to be part of the celebration of our nation’s natural, cultural, Indigenous, living and built heritage.

• Monday 3 April 2023: Registration closes

NEW Heritage Victoria: The introduction of general permit exemptions 

Heritage Victoria is excited to announce the introduction of general permit exemptions. General exemptions apply to all places and objects included in the Victorian Heritage Register (VHR) and empower custodians to carry out certain everyday works and activities without approval from Heritage Victoria.  

Maintenance and cleaning, minor repairs, and vegetation and landscape management are among a range of works and activities covered, making it easier for owners and managers to preserve and protect their piece of Victoria’s history. They are the result of an extensive period of considered research and targeted consultation with key stakeholders. A major driver behind this change is strengthening Heritage Victoria’s valuable partnership with owners and managers of heritage assets and enabling better heritage outcomes.

NEW Revised Heritage Council VHR Criteria and Threshold Guidelines

The Heritage Council of Victoria is pleased to announce the publication of a revised version of the Victorian Heritage Register Criteria and Threshold Guidelines. 

The Guidelines are an essential document for guiding the assessment and determination of the cultural heritage significance of places and objects under the Heritage Act 2017. To ensure they continue to be an effective tool, they are regularly reviewed. The most recent review has concluded and the changes that have been made have been grounded in feedback from regular users of the Guidelines. The revisions provide greater clarity in how the Guidelines are to be used and the Criteria are to be applied. The Criteria themselves have not changed.
