1. [NEW ITEM] Australian Heritage Council (AHC) appointments

Australia ICOMOS welcomes the announcement that Environment Minister Sussan Ley has made appointments to five vacant positions at the AHC.

Former Victorian premier and architect Ted Baillieu will chair the Australian Heritage Council.

The Historic heritage experts are conservation architect Elizabeth Vines M.ICOMOS, a past president of Australia ICOMOS, and University of New South Wales pro vice-chancellor Helen Lochhead.

The Indigenous heritage experts are Trawlwoolway (Palawa) woman Leah Cameron and National Native Title Council chief executive Jamie Lowe, a Gunditjmara Djabwurrung man.

Natural heritage experts Dr Steve Morton and Professor Kerrie Wilson are existing members of the AHC.

Australia ICOMOS congratulates the appointees and looks forward to working closely with the AHC.

2. [NEW ITEM] Kakadu Traditional Owners’ voice grows with new Board – Hon Sussan Ley media release

Australia ICOMOS is committed to the dissemination of relevant cultural heritage information. In line with this commitment we are circulating the following media release from the Hon Sussan Ley, dated 27 June 2021.

Minister for the Environment Sussan Ley has delivered on commitments to support the increase of Indigenous representation and governance at Kakadu National Park with the approval of a newly expanded Board of Management.

The Kakadu Board of Management’s total membership will grow from 15 to 21 – with the number of Traditional Owner positions increasing from 10 to 16, further strengthening their majority position on the board.

Minister for the Environment Sussan Ley said the decision to expand the Board of Management follows lengthy consultation with Traditional Owners, a detailed review of Park Management structures and improved dialogue between all parties.

“We have made this significant decision following recommendations from the Northern Land Council after extensive consultation with Traditional Owners. It will ensure there is strong representation from a broader group of Traditional Owners on the Board,” Minister Ley said.

“In my meetings with Traditional Owners it was felt that expanding the Board to include all 16 Traditional Owner representatives, the Traditional Owner groups in the Kakadu region, would give them an even stronger voice in decision-making at the jointly managed park and confidence their voice was being heard.

“We believe this change will result in more equitable representation of the diverse Aboriginal Traditional Owner groups in Kakadu National Park.”

The process to expand the Kakadu Board of Management is underway with the Northern Land Council taking responsibility for identifying and selecting suitable candidates to represent the views of Traditional Owners.

The Kakadu National Park Board of Management is established under the Environmental Protection and Biodiversity Conservation Act. The Board’s role is to prepare management plans for the UNESCO World Heritage Listed park, make decisions to implement those plans, monitor operations and provide advice to the Minister.

The Board of Management’s other responsibilities include advising the Minister for the Environment on the future development of Kakadu, preparing the plan of management for Kakadu and ensuring strategic decision-making is consistent with that plan.

Once finalised, the new 21-member Board will have 16 Traditional Owner representatives who will be joined by the Acting Director of National Parks, Jody Swirepik, and the Assistant Secretary for Kakadu National Park along with representatives from conservation, tourism and the Northern Territory Government.

Acting Director of National Parks, Jody Swirepik said that she looked forward to working closely with the new Kakadu Board of Management members and those members returning for another term.

“The increased representation from a range of Traditional Owner groups ensures that the views of Traditional Owners across this immense region can be heard,” Ms Swirepik said.

“This new Board will help capture the knowledge and wisdom held in every corner of Kakadu.

“Joint management is about Bininj/Mungguy and Parks Australia working together, solving problems, sharing decision making and exchanging knowledge, skills and information.

“We look forward to the Board’s increased representation of Traditional Owners bringing a broad spectrum of experience and knowledge to the management of Kakadu National Park.”

The new Kakadu Board of Management is expected to meet for the first time in July 2021 when a new board chairperson will be selected.

3. [NEW ITEM] Sustainable Shine Dome: Possible Futures, online event, 14 July

The University of Canberra has partnered with the Australian Academy of Science, GML Heritage and GHD Engineering to develop a sustainability plan as a pathway to a net-zero future for the National Heritage listed Shine Dome. The multidisciplinary research team is investigating innovative approaches to ensure progressive energy and emissions reductions and a range of sustainability measures that will contribute to the ongoing protection and promotion of the Shine Dome’s unique national heritage values.

As part of this research project a series of three public symposia are being held that build a conversation around heritage values and sustainability. Two public symposia have been held to date, the first setting the groundwork for the project and research questions, the second focusing on technical discussions related to carbon emission reductions and creative approaches to cultural sustainability.

As the final of the series, you are invited to join us for “Possible Futures”, which will focus on broad challenges and practical issues to the Australian response to climate change, lessons for a carbon active future, and specific findings and recommendations for the Shine Dome. 

This is now an online event but will be broadcast from the Shine Dome.

The life and times of Moir and Sutherland
A presentation by Peter Freeman OAM

Practicing both as architect and historian, Peter Freeman has dedicated more than four decades to the conservation, documentation and celebration of Australia’s architectural heritage.

He is the author of many books on Australia’s heritage and vernacular buildings, and has worked on conservation projects across the country. In 2019, Peter was awarded a medal of the Order of Australia (OAM) for his service to architecture.

In this presentation, Peter will focus on the life and times of Malcolm Moir and Heather Sutherland – Canberra’s 20th-century ‘architectural power couple’; and the work of the two modernists Neville Ward and Ian Slater, who joined the practice following the tragic death of Heather Sutherland in 1951.

We’ll discover how they designed a singularly coherent collection of residential and commercial buildings, spread throughout the fledgling city.

This will be a rare opportunity to hear from one of Australia’s foremost heritage architects and historians.

Peter will be signing copies of his new book Thoroughly Modern: The Life + Times of Moir + Sutherland Architects.

The Minister for Energy, Environment and Climate Change is seeking expressions of interest for nine Working Heritage members. The terms of appointment are due to commence during the second half of the year.​

These positions provide an exciting opportunity to contribute and provide high level advice on the conservation and management of some of Victoria’s treasured places, including the Royal Mint in central Melbourne, Farm Vigano in Melbourne’s North, Jacks Magazine in Maribyrnong, Carome Homestead and courthouses in country towns.

The committee’s role is to manage these properties in a way that ensures they have a purpose now and in the future.

Global Encounters and First Nations Peoples research project – seeking input

Our research project, Global Encounters and First Nations Peoples: 1000 years of Australian History, seeks to reframe our telling of the who, when, where and how contacts occurred between Indigenous peoples and those who came from across the sea. We are aware that there is a great deal of interest amongst community historians, divers, and detectorists in pre-British visitations to the Australian continent, and as part of the project we are undertaking a survey of Torres Strait and the Australian East Coast evidence of contacts which might, for example, involve Spanish, Portuguese, Chinese, Melanesian or Polynesian visitations.

We are seeking to catalogue digital images of artefacts that may have arrived in Australia prior to European settlement, the stories of their discovery, and especially information regarding the location they were found. This includes items in private hands. We acknowledge there may be concerns regarding the laws governing heritage artefacts, especially items which might have been in a family for generations, and anonymity, if requested, is assured. It would be greatly appreciated and acknowledged if curators could advise if they have such items in their collections. The evidence might be scant, contestable and difficult to assess but we would like to hear about it so it can be added to the big picture. We would also, where possible, like Indigenous groups to share with us stories of external contact.
