In 1982, ICOMOS established 18 April as the International Day for Monuments and Sites. UNESCO approved it the following year during its 22nd General Conference. Since then, 18 April has been a day to celebrate and promote cultural heritage, and an opportunity to raise awareness about its diversity, its relevance, how vulnerable it can be and what the needs and benefits of its conservation are. The 2019 theme for the day is ‘Rural Landscapes’.
ICOMOS has defined rural landscapes as “terrestrial and aquatic areas co-produced by human-nature interaction used for the production of food and other renewable natural resources, via agriculture, animal husbandry and pastoralism, fishing and aquaculture, forestry, wild food gathering, hunting, and extraction of other resources, such as salt. Rural landscapes are multifunctional resources. At the same time, all rural areas have cultural meanings attributed to them by people and communities: all rural areas are landscapes.”
Australia ICOMOS is honoured to have Professor Bruce Pascoe deliver the Jim Kerr Address, which honours the late Dr James Semple Kerr. Professor Pascoe’s award-winning publication Dark Emu powerfully reveals the overlooked heritage of Australia’s landscapes prior to colonisation and presents a radically different picture of Australia’s original inhabitants, and how they maintained their culture over millennia.
There are no refreshments included for this event and this is reflected in the pricing. Refreshments can be purchased before or after the event at one of the many venues in and around the Sydney Opera House.

Tour of Sydney Opera House, 3.15 for 3.30pm sharp
An optional short tour of the Sydney Opera House will take place before the the Jim Kerr Address. Please note that places for this tour are limited. There are only 18 places available on the tour (allocated on those who book first for this option). Participants meet at the Stage Door of the Sydney Opera House on Thursday 18 April at 3.15pm for a 3.30pm sharp start. The tour will deliver you back to the Utzon Room by 5.30pm for the 6pm start of the Jim Kerr Address. You must be attending the Jim Kerr Address to go on this free tour.
In the lead up to the 2019 federal election, Australia ICOMOS has developed a range of outline heritage proposals to promote to political parties and interested candidates. They can be downloaded from here.

Expressions of interest are invited for those with an interest / experience in energy, sustainability and climate change in heritage to join NSCES, the Australia ICOMOS National Scientific Committee for Energy and Sustainability. Membership is available as either a member or affiliate. A member of the NSCES will be a member of Australia ICOMOS (or a member of an institution that is a member of Australia ICOMOS). An affiliate is a person who is not a member of Australia ICOMOS, but who can contribute to the work of the NSCES by bringing particular knowledge, expertise or experience to the committee.
We encourage early career ICOMOS members to apply.
(Some members have been discontinued due to a lack of response, or emails that are not current. If you are no longer on the current NSCES list of members and wish to continue or re-establish your membership you will also need to fill out and submit an NSCES membership form).
We have regular meetings in Sydney every few months, with members in other areas joining by phone or through online meeting platforms. Members are expected to contribute to the work of the NSCES and to each fulfil a role within the committee. Minutes preparation is shared between committee members. If members fail to attend a meeting or participate in the work of the committee over the period of a year, membership of the committee will lapse.
NSCES is an active committee which works towards building understanding of the link between heritage and sustainability, contributing to the body of knowledge on energy efficiency, sustainability and heritage, advocating for heritage as a sustainable resource and responding to advocacy issues as they arise. Our recent activities have included discussions on adding heritage to the Australian Voluntary National Response (VNR) on the UNESCO Sustainable Development Goals (SDGs), initial planning for energy, sustainability and climate change events for the ICOMOS General Assembly 2020, and cooperation with the ISCES+CC (International Scientific Committee for Energy, Sustainability and Climate Change) on a peer review on the “Outline of Climate Change and Cultural Heritage” by the ICOMOS Climate Change and Heritage Working Group. We have also prepared an Australia ICOMOS Practice Note on Heritage and Sustainability, which will be released shortly.

It’s all stuffed! The value of historical photographs in researching the taxidermy collection at the Tasmanian Museum and Art Gallery

The zoology collection at TMAG is one of the oldest in Australia, and remains the state repository for specimens that record Tasmanian wildlife and biodiversity. Today, this collection is primarily a vehicle for scientific and taxonomic research. Taxidermy specimens prepared for display in the public galleries are often considered less significant because, frequently, they have become disassociated from key data and, through the rigours of public display, they have ended up in poor condition.
Using historical photographs of the museum’s interior has proved a useful tool in reconstructing the backstory of many of our taxidermy animals. They reveal much about the development of natural history collections, changing attitudes towards animals and the sometimes surprising sources of our specimens. The stories uncovered challenge us to reconsider the significance of some of our most decrepit looking pieces.
Hear about denizens of the deep around the Tasman Peninsula, world weary big cats, missing giraffes, and a myriad of other animals represented in TMAG’s taxidermy collection.
Belinda Bauer has worked in many museum roles over the last 17 years including the Queensland Museum, and the Natural History Museum of Ireland, and is now the Vertebrate Zoology Collection Manager at TMAG. Belinda has moonlighted as an archaeologist, and has a Masters in Museum Studies, with a particular interest in materials conservation of natural history collections.

According to one source, during the 1930s Sydney’s pub architecture came into its own, forming one of the most unusual creations of Australian architecture.
At the beginning of the 1960s noted architect and critic Robin Boyd suggested that Sydney’s pubs had given vivid architectural expression for the first time to Australia’s phenomenal beer consumption and gregariousness.
This paper by Dr Roy Lumby will look at the architecture of Sydney’s pubs and the influences behind it and how the buildings were used across a period of great historical and social change.

Heritage is changing. Once narrowly defined and socially exclusive, heritage now has a broader definition and a new role within society. Heritage now centres around participation, co-creation, and diversity. Heritage is no longer a constraint but an opportunity, for better social integration, for the adaptation and use of redundant historic sites and places, for economic growth, and for vitality within places and their communities. If used correctly, and when broadly defined, heritage becomes a catalyst for change and a vital part of people’s identity, while promoting cohesion and well-being. This talk will present some of these ideas by way of foundation for some examples of recent heritage projects from the UK and Europe, all of which conform closely to the festival theme, ‘Connecting People, Places and the Past’.

“What was the First Skyscraper?” 10th World Congress Symposium, 31 October 21019, Chicago – call for abstracts deadline 26 March
As part of the CTBUH 10th World Congress, the Council, in association with the Society of Architectural Historians (SAH), will host an important one-day symposium on Thursday 31 October, entitled “First Skyscrapers: Skyscraper Firsts.” The purpose of the Symposium, kindly sponsored by the Otis Elevator Company, is to identify the ground-breaking achievements in the formative years of the skyscraper, and to separate popular myth from settled scholarship in the debate over “the first skyscraper.”
CTBUH is thus issuing a Call for Abstracts to all scholars of history and colleagues with an expertise in this field (including architecture, architectural history, construction, economics, engineering, and beyond) to answer the prompt, “What skyscraper could be considered a ‘first’ in a particular technological field or other dimension?” and to state upon what criteria this assertion is based.
Selected abstracts will be developed into full papers and presented at the “First Skyscrapers: Skyscraper Firsts” Symposium, which will also be included in a subsequent CTBUH & SAH publication.

International Conference, “digital cultural heritage: FUTURE VISIONS, a landscape perspective”, Shanghai 23-24 November, 2019 – call for papers deadline 1 April

There has been significant interest in both digital heritage and cultural landscapes over recent years. The junction between the two, however, remains essentially under-explored. Digital technologies can improve conservation documentation and preservation techniques, enhance interpretation with interactive media, enrich archives with sensory experiences and augment histories with crowdsourced data. Cultural landscapes can epitomise the nexus between cultural and natural heritage, acknowledge significant human interaction with environments, and recognise enduring intercultural dialogue across space, time and societies. Yet both can also provoke questions about authenticity, ownership and value, and challenge the concept of ‘living heritage’ and the sustainability of heritage values.
This conference seeks to explore the implications and theoretical challenges of digital technologies for cultural landscapes. The conference will focus less on descriptive projects and more on how digital technologies can contribute to debates about the relationship between the cultural and natural past, present and future. The conference will focus on the emerging disciplines of digital cultural heritage and the established practice of heritage management, providing a platform for critical debate between those developing and applying innovative digital technology, and those seeking to integrated best practice into the preservation, presentation and sustainable management of historic cultural landscapes.
We welcome academics and practitioners from diverse disciplinary perspectives including architecture and landscape architecture, archaeology, anthropology, philosophy, geography, education, ethnology, geography, heritage, history, media and museum studies, tourism, sociology and urban studies. We particularly encourage papers that examine the challenges of digitising tangible and intangible cultural heritage across space, time and society, and across disciplines, medias and scales. We also encourage papers that address the theoretical challenges posed by digital cultural heritage, particularly in relation to cultural landscapes and cultural routes.

Building on the success of last year’s ‘100 Days for Change’ campaign, Women & Leadership Australia is administering an initiative to support the development of female leaders across Australia’s humanities sector.
The campaign is providing women with grants of between $3,000 and $7,000 to enable participation in a range of leadership development programs.
The scholarship funding is provided with the specific intent of providing powerful and effective development opportunities for humanities sector women; however the funding is strictly limited and has to be allocated prior to the end of March.

The 2019 George Alexander Foundation International Fellowship provides an opportunity for individuals aged between 18-35 years to acquire higher-level skills and drive leading practice and innovation in Australia. It is intended that the Fellowship will demonstrate potential benefits for, and application in, Australia.

Celebrating its 25th year, the National Trust Heritage Awards recognise and celebrate the beauty, innovation and creativity in best practice for heritage conservation, education and interpretation across New South Wales. The National Trust Heritage Awards also acknowledge advocacy campaigns and a lifetime of achievement, and of course the highly celebrated after Judge’s Choice Award.
The winners for 2019 will be announced at the National Trust Heritage Awards Ceremony luncheon held on 10 May 2019 at Doltone House in Pyrmont, Sydney.

UNESCO celebrates 20 years of outstanding conservation practices in the Asia-Pacific region
Submissions are now being accepted for the 2019 Asia-Pacific Awards for Cultural Heritage Conservation.
The upcoming cycle will mark the 20th year of the Awards honouring best conservation practices in the Asia-Pacific.
The UNESCO Asia-Pacific Awards for Cultural Heritage Conservation recognizes exemplary efforts by individuals and organizations to restore or conserve structures, places and properties of heritage value in the region. It aims to encourage other property owners to undertake conservation projects within their communities, either independently or by seeking public-private partnerships.
Since 2000, the Awards have recognized 233 winners from 21 countries for their thorough understanding of the places, sound technical achievements, and significant social and policy impacts at the local, national and regional levels. By recognizing these practices, the Awards have contributed to meaningful achievements in changing the conversation about what constitutes cultural heritage, who has a stake in its stewardship, and how cultural heritage can contribute to the sustainable well-being of cities, societies and the environment.
UNESCO will celebrate these 20 years of success through a regional event organized in partnership with Think City, a leading community-based urban regeneration organization based in Malaysia. The European Training Network “Cultural HERItage and the planning of European LANDscapes” (HERILAND) invites applications for 15 PhD fellowships to be funded by the Marie-Skłodowska-Curie ITN Action as part of the H2020 Programme of the European Commission. HERILAND is a consortium of high-profile universities, institutions with acknowledged heritage, landscape and planning expertise, civil society organizations and SMEs, located in Italy, Poland, Israel, Sweden, the UK and the Netherlands.

PhD Scholarship in Critical Heritage Studies and the Belt and Road Initiative – UWA: applications close 5 April
This scholarship is part of a research initiative on the use of history and heritage to advance 21st Century Silk Roads trade and diplomatic ties across Eurasia and the Indian Ocean Region.
Launched in 2013, the Belt and Road Initiative (BRI) aims to ‘revive’ the overland and maritime trading routes, commonly known as the Silk Roads, for the 21st century. Driven by a highly ambitious language of regional connectivity, BRI seeks to build infrastructure, energy, foreign policy and people-people ties across Asia, Europe and East Africa.

The consultation process on the proclamation regulations for the Heritage Act 2018 is now open, and submissions are invited until Friday 3 May 2019. Completion of consultation will bring us one step closer to new heritage legislation that meets current needs.
Issues covered within the draft Heritage Regulations 2019 include:
– composition of the Heritage Council
– conflicts of interest
– management of Council and committee meetings
– form and content of the State Register
– pre-requisites for the issue of repair notices
– standards for notifications, consultation and advertising
To ensure that the regulations are given due consideration and meet the needs of modern legislation, the WA Department of Planning, Lands and Heritage is seeking submissions from interested persons and organisations. To take part in this process, review the draft regulations on the State Heritage website and follow a link to the online survey hosted on the Department’s consultation hub.
You may also be interested in reviewing and contributing to draft guidelines for the creation of local heritage surveys, which replace the current heritage inventories. These guidelines are required under the new Act, and will provide support to local governments undertaking the review or update of their local heritage survey.
The guidelines include standards for consultation and the use of professional heritage advice, so may be of interest to those working in the heritage field. Further information on how to contribute to the development of these guidelines can also be found on the State Heritage website.
Finally, initial consultation is taking place to assist in the development of guidelines for identification and management of state government heritage assets. These will work alongside the Strategic Asset Management Framework to guide agencies in the maintenance, activation, adaptation and disposal of heritage assets.

Have your say on the discussion paper for the review of the Western Australian Aboriginal Heritage Act 1972. It sets out proposals to recognise, protect, manage and celebrate the places and objects that are important to Aboriginal culture. Importantly, it also identifies a framework for efficient land use by industry and other land users. Among the recommendations are changes to how heritage is defined, so it better reflects a living culture that is central to the wellbeing of Aboriginal people. Traditional owners and knowledge holders would be actively engaged in decision making for heritage places to which they have a connection, through the establishment of local Aboriginal heritage services and an Aboriginal Heritage Council.

The National Capital Authority (NCA) has an exciting opportunity for an urban planner with heritage skills.
The NCA is established under the Australian Capital Territory (Planning and Land Management) Act 1988 (PALM Act). The NCA performs a special role as trustee of the National Capital and in this capacity serves the interests of the Australian Government, the nation and its people. The NCA is responsible for shaping the National Capital into the future, as well as caring for the significant parts of Canberra and raising awareness of Canberra as Australia’s capital. The NCA is responsible for the preparation and administration of the National Capital Plan and through this, assesses and approves applications to undertake works in Designated Areas, prepares development control plans, urban design guidelines, master plans and draft amendments to the Plan. The NCA also has responsibility to manage a number of Commonwealth Heritage places to ensure their significant heritage values are protected and managed appropriately.
