NEW Establishment of the Australia ICOMOS Richard Mackay Scholarship
Australia ICOMOS is delighted to announce the ‘Australia ICOMOS Richard Mackay Scholarship’.
At the 2024 AGM in Perth outgoing President Prof Tracy Ireland reported that the Executive Committee has resolved that a portion of the GA2023 surplus funds will be invested in a special scholarship named in honour and recognition of the outstanding contribution to the success of the GA made by Prof Richard Mackay, AM.
The Australia ICOMOS Richard Mackay Scholarship will be an annual scholarship of $10,000 for research related expenses for an enrolled higher degree student with an approved research plan. The student may be enrolled at any university in Australia and their research will contribute to understanding and conserving heritage, broadly conceived.
The scholarship will be offered annually for the next 5 years and the EC hopes that it can continue to offer it long term building on the support of patrons, supporters and friends of Australia ICOMOS. Further information, including the process for making an application will be announced in due course.

WA 2025 State Heritage Conference | The Heritage Ecosystem | Presenter EOI’s due 2 Dec 2024
The Heritage Council of Western Australia, Aboriginal Cultural Heritage Committee, and the Department of Planning, Lands and Heritage are pleased to host the 2025 State Heritage Conference with the theme The Heritage Ecosystem, highlighting the evolving values of the State’s cultural heritage.
Heritage lies at the heart of an ecosystem that interacts with diverse fields such as environmental sciences, economics, education and technology. These fields have shaped heritage practices over the 20th century and continue to influence how we preserve heritage and history for future generations.
We invite expressions of interest for presentations related to these themes from researchers, practitioners, community members, and heritage owners or managers, including early-career researchers, young professionals and youth representatives.

ICOMOS USA International Exchange Program | Applications close January 1st 2025
Since 1984, the United States Committee of the International Council on Monuments and Sites (ICOMOS-USA) International Exchange Program (IEP) has worked with partners around the world to provide hands-on training opportunities for emerging cultural heritage professionals. The IEP sends participants from the United States to internship placements abroad and welcomes international participants to placements in the United States in order to expose the next generation of heritage professionals to global best practices of historic preservation and heritage conservation. This one of a kind cultural heritage internship emphasizes the cross-cultural exchange of ideas and practices, enabling hosts and interns to learn from one another and increase their impact in the heritage field. To date, more than 700 interns from over 100 countries have participated in the program.
World Heritage USA, in support of ICOMOS-USA, is seeking graduate students and emerging professionals specialized in historic preservation and heritage conservation to participate in an International Exchange Program (IEP) during the summer of 2025. Interns will be assigned to a 10-12 week, practical working internship, under professional supervision, with a public or private nonprofit heritage organization. These positions are for interns with an undergraduate degree in a preservation or conservation related field such as history, architecture, archaeology, conservation, art history, cultural resource management, or cultural tourism.

The roles include Editor, Assistant Editor(s) and Book Reviews Editor. EOIs are welcomed from individuals, but a team-based approach is strongly encouraged. There are currently 5 special issues in preparation or production, so any new team would have a transition period within which to embed their strategy. A landmark issue on Queer Heritage will be published in November. Submissions – Historic Environment Special Issue Marking 50 years of Australia ICOMOS
2026 will be the 50th anniversary of the founding of Australia ICOMOS. Special Issue Editors, Prof Tracy Ireland and Dr Steve Brown, are seeking submissions that reflect on the past or the future, and on experiences, issues and prospects for heritage, for Australia ICOMOS and for the cultural sector, broadly conceived. We welcome abstracts of 300 words and a brief bio for the author(s). Submissions for non-traditional submissions, including photo-essays, visual or digital media, are also welcomed with the possibility of online presentations that might supplement the traditional hard copy journal.

Call for contributions | Volume of Historic Environment on GA2023
Two volumes of the Australia ICOMOS journal Historic Environment are in preparation and near finalisation. These are special issues which comprise papers related to the ICOMOS General Assembly and Scientific Symposium (GA2023). There is the opportunity for 2-3 papers to be added to these volumes. If you are interested in submitting a manuscript, particularly if it is an overview of a particular topic covered by presentations and sessions at GA2023 (such as cultural landscapes, intangible heritage, conflict, or a specific category of heritage or field of heritage conservation), email Steve Brown steveb.heritage@gmail.com. Steve is the editor of the special issues.
Proposals should comprise an abstract of 150-200 words submitted by 30 October 2024 and an ability and willingness to provide a full paper (5,000-6,000 words) by mid-December 2024.

NEW Mortars Technical Guide Wins International Award
Congratulations to Australia ICOMOS member David Young whose book Mortars: materials, mixes and methods: a guide to repointing mortar joints in older buildings has just been awarded the Association for Preservation Technology’s Lee Nelson Book Award for 2024. The award is presented every three years to the “book that best demonstrates outstanding and influential publications in the field of preservation technology.” Previous winners have included Historic England for their massive 10-volume series “Practical Building Conservation”.
This is a prestigious award and is fitting recognition of this influential book written by David based on his extensive experience in the field and the collective wisdom of other materials specialists and tradespeople, some of whom are also members of Australia ICOMOS. The words dignity and respect are often used in conversations about social and human rights – sometimes interchangeably. Are they the same thing? Can applying a lens of dignity help us to understand how and why conflict and mistrust arise and the pain they create?
Jason Ardler will explore all of these questions in the context of First Nations policy and the implications for Australia’s future relationship with its First Nations peoples.
Jason is the co-founder of Thirriwirri, an Aboriginal-owned and operated consultancy with the purpose of supporting Aboriginal communities and others to work differently, confidently and effectively together to achieve the social, cultural and economic aspirations of Aboriginal peoples.

NEW ICOMOS Asia-Pacific Network Seminar Series on Heritage Impact Assessment
In 2022 the new Guidance and Toolkit for Impact Assessments in a World Heritage Context, prepared through the World Heritage Leadership Program, was launched by the UNESCO World Heritage Centre, and the Advisory Bodies: ICOMOS, ICCROM and IUCN. Earlier this year ICOMOS launched a new training program: Capacity building for Heritage Impact Assessment in a World Heritage Context to provide guidance for ICOMOS Members and National Committees. Australia ICOMOS member and ICOMOS World Heritage Advisor Richard Mackay has been heavily involved as co-author of the Guidance and in developing the ICOMOS HIA course content.
In this context, the ICOMOS Asia-Pacific network will present a series of webinars to explore the key issues and challenges for HIA in the Asia Pacific region. The first session on 23rd November will highlight experiences from the South-East Asia region and will feature the following speakers:

NEW Culture and Human Rights Year in Review 4 December 2024
The webinar is an opportunity for the public – practitioners and scholars alike – to hear from members of UN human rights bodies before the end of the year for a panel discussion on culture as a global public good in light of the UNESCO World Conference on Culture and Arts Education 2024 Framework, the UN Summit for the Future 2024 final documents, and work being done for Mondiacult 2025 Barcelona and the new SDGs. The Final Declaration of the Mondiacult 2022 in Mexico City identified six priority areas – cultural rights, culture in the digital era, the cultural dimensions of climate change, cultural economics, heritage in crisis, illicit trafficking and destruction of cultural property, and integrating culture in education.
Panellists will be invited to consider the work of their human rights bodies in the field of culture during the last year, achievements and highlights, challenges, and priorities for the next cycle.
The three panellists are members of key UN human rights bodies working in this field.
Moderator will be Ana Filipa Vrdoljak, Professor of Law, UNESCO Chair of International Law and Cultural Heritage and coordinator of the UNESCO-UNITWIN Network on Culture in Emergencies, University of Technology Sydney.

About the book
Experts in the World Heritage regime argues that the UNESCO World Heritage regime emerged as a Faustian pact between protection and prestige, and a productive tension between these elements remains at its core, embodied by the heritage expert. Tracing experts’ practices in the World Heritage regime, this book shows how they burnish, broker and themselves benefit from World Heritage prestige. As World Heritage prestige also contributes to states’ international status claims, the stakes are raised, with both the denouement of the pact and the future for World Heritage poised between condemnation and redemption.
About the author
Luke James is a heritage studies scholar, lawyer and heritage practitioner specialising in World Heritage and international conservation governance. Luke is Lecturer, Cultural Heritage and Museum Studies at Deakin University and previously worked in the Australian Government’s International Heritage Section, with UNESCO and as a heritage consultant.

Contexts for Heritage Engineering is a professional development course co-designed by Engineering Heritage Australia and the University of Canberra. The Commissariat Store Brisbane is the site for a 2-day workshop. Built in 1829 this building has had many lives in the practical management of a developing colony, leading to complex layers of significance.

Everyday Heritage Symposium | University of Western Australia | 28 November 2024
This one-day symposium will explore the theme of Everyday Heritage and Difficult Legacies. Everyday life is commonly characterised as uncomplicated and routine. But some everyday lives are experienced in prisons and conflict zones, or shaped by colonisation, repression, or marginalisation. The symposium explores difficult and challenging forms of everyday heritage and history, with international keynote speakers Prof Laura McAtackney (University College Cork, Ireland) and Timo Ylimaunu (University of Oulu, Finland), and diverse perspectives from Western Australia and interstate, with speakers including Tracy Ireland, Jane Lydon, Denis Byrne, and Sharon Veale.

Everyday Heritage Workshop | Freemantle Prision | 29 November 2024
Supported by the ARC Everyday Heritage Linkage Project and Fremantle Prison, this workshop will bring together heritage practitioners seeking to explore the role and relevance of everyday heritage and difficult legacies in their work. Primed by case study presentations, participants will discuss and contribute ideas, methods, and case examples that can inform the development and publication of heritage industry-focused guidance. The workshop will be relevant to heritage specialists working in the fields of heritage conservation and management, architecture, history, archaeology, and planning.

This permanent full time position will report to the Team Leader, Place Making. As part of the Place Making team, you will develop strategic and innovative approaches to historic heritage within a Place Making Framework with an emphasis on heritage and built character in Launceston.
The key aspects of this role are to lead or support the development of projects and policies, and provide ongoing guidance which preserve and enhance the character of Launceston’s places from a Place Making, heritage and/or urban design perspective.
We are looking for someone who demonstrates, through behaviour, an alignment and an understanding of our values and has the following qualifications, skills and experience:
- A good understanding of statutory and strategic planning processes.
- Demonstrated experience in the successful delivery of small to medium strategic projects
- A good working knowledge and experience in urban design, architecture, or current heritage management theory and practice
- Qualifications in town planning, urban design, architecture, archaeology, or a similar heritage related discipline is desirable.
- At least 3 years’ experience in heritage management related field is highly desirable

- Co-ordination of internal and external works packages and team members.
- Complete projects to a high standard, on time and to budget.
- Lead, produce, assist and review the production of design and technical related information and reports, both written and graphic.
- Leading and supporting projects in conservation repair, refurbishment, alterations and additions, adaptive re-use and construction detailing.
- Occasional travel across the region, as well as remotely supporting colleagues in our Melbourne, Hobart and Hong Kong studios.
