Preventing Demolition by Neglect – guidance on Planning and Environment Act 1987 section 6B and local laws.
The Heritage Council of Victoria is very pleased to host this online presentation on preventing demolition by neglect on Wednesday 22 June – 12.30 to 1.30 pm.
Joel Twining will present the new Practice Note 95, which provides guidance on the application of section 6B and Division 2A of Part 6 of the Planning and Environment Act 1987 to heritage buildings that have been unlawfully demolished or allowed to fall into disrepair.
David Scott will present a case study on Geelong’s experience using Council Neighbourhood Amenity Local Law 13 to prevent demolition by neglect of places on the HO.

‘Becoming World Heritage 50 years on: the role of rights and communities’ | webinar | 30 June, 8pm AEST
In the fiftieth anniversary year of the World Heritage Convention, the ICOMOS Our Common Dignity Rights-Based Approaches Working Group (OCD-RBA) seeks to examine and promote the role of communities and build awareness of rights issues in World Heritage.
This Heritage Thursdays webinar will begin by reporting back from the “Achievements and Challenges in Europe” World Heritage conference, Kraków, 9-10 June 2022. Chrissy Grant will present a keynote on Australia’s Wet Tropics of Queensland World Heritage property and discuss the role of indigenous communities from her perspective as Chair and foundation member of the International Indigenous Peoples’ Forum on World Heritage (IIPFWH).
Invited panellists will shed light on challenges and opportunities for communities in the implementation of the World Heritage Convention, from their experiences at an established World Heritage property (Tongariro National Park, New Zealand), a recently nominated World Heritage property (Okavango Delta, Botswana), and from a site that is currently preparing a World Heritage nomination (Central Victorian Goldfields, Australia).
The conversation will then include representatives from the Advisory Bodies to the World Heritage Convention, who will reflect on the main themes discussed and consider future issues and opportunities for rights and communities in World Heritage.
The webinar will be chaired by OCD-RBA partner, Peter Bille Larsen, Senior Lecturer, University of Geneva, who has a long career investigating the intersection between conservation and social equity concerns, and who has worked closely with the Advisory Bodies on rights-based approaches.

Liverpool Heritage Advisory Committee | NSW | submissions close 30 June
Expressions of Interest are now being sort for the next Liverpool Heritage Advisory Committee. The committee will run from July 2022 to July 2024.
We have an expanded membership structure this time round and we are looking at having as diverse committee as possible. The committee will sit 4 times a year on a Monday at 2pm. Specific dates will be confirmed with the selected members.
Members will be given the option to join the meeting either in person or via Microsoft teams, whichever they feel comfortable with or whatever works with them in relation to their work and life commitments.
Submissions close on 30 June 2022.
All nominations will be reviewed by a panel of three Council staff before being sent to Council for endorsement.

Disaster Risk Management Planning for Cultural Heritage | Flinders University, Adelaide | 26-28 July
We would like to invite you to a 3-day long train workshop on ‘Introduction to Disaster Risk Management for Cultural Heritage’ (DRM4Heritage) delivered by the Joint Scientific Committee of Australia ICOMOS and ICOMOS New Zealand on Risk Preparedness (ANZCORP) and Flinders University. First one ever of this kind in Australia, this course will take place at Flinders University, Bedford Park Campus (Adelaide), Alere Centre between 26-27th of July and will be followed by a field trip to the SA State Library in Adelaide CBD on the 28th of July.
The workshop will introduce the participants to the process of identifying and managing disaster risks to heritage places, including their landscape settings, archaeology, interiors, collections and movable heritage. The workshop will include two days of lectures and workshops and one day in the field to put theory into practice. It will be delivered on campus at Flinders University, but will also be available via a dedicated Teams/Zoom link.
The course takes a multi-hazard approach and will engage multiple areas of expertise ranging from emergency management, emergency response, cultural heritage management, policy and strategic planning for disaster and include reflections from Indigenous Traditional Owners from different parts of Australia.

Depending on availability we are open to consider requests from Indigenous participants for travel and fee bursaries. Fee-waivers might be offered to Emergency services professionals who cannot fund the course otherwise.

The Australia ICOMOS President’s Award recognises the important contribution made by the active engagement of younger and/or emerging career heritage practitioners. The award is open to Australia ICOMOS members and non-members.
There are two categories for the President’s Award:
- A student / young / emerging heritage practitioner; and
- A trainee / apprentice or emerging tradesperson.
Winners of each category will be awarded a certificate, a 1 year Associate membership of Australia ICOMOS and $1000 cash prize!
Any nominees conferred a judges commendation will also be awarded a certificate and gift voucher (max value $100).

CIVIL RIGHTS WORK AS A GLOBAL STRATEGY OF RESISTANCE AND RESILIENCE? Guest Editor: Dr. Kwesi Daniels
Communities of color around the world are places with rich legacies of culture. Their capacity to thrive in the face of opposition is an attractive quality for scholars who are interested in understanding the resilience of the human spirit. Legacies of enslavement, colonialization and racism have inflicted the most insidious acts of violence, genocide and cultural erasure upon black and brown bodies around the globe. The power structures that attack these communities are the same forces that subsequently define them as “castrated” environments full of victims who need to be saved. The constant onslaught of economic divestment, police brutality, environmental racism, and other conditions reinforce a “victim” narrative in the minds of scholars who conduct research about these environments. As a result of this false narrative, the research that emerges and community-based work that is created often reinforces, rather than demolishes, systems of injustice.
This thematic issue of Change Over Time seeks scholars who choose to see the global network of communities of color through a different lens.

The NSW Government’s Community War Memorials Fund provides grants of up to $10,000 for the conservation of local war memorials, including specialist heritage advice and physical work.
Grant applications are open to local councils and community organisations, including memorial trusts, veteran groups and local councils.

National Trust WA | exhibition | Beneath the Bitumen: Discoveries from the Chinese Cemetery East Perth | closes 19 June
‘Beneath the Bitumen: Discoveries from the Chinese Cemetery, East Perth’ is a dual language exhibition showcasing some of the findings made during excavations in the former Chinese Cemetery.
Prior to redevelopment of the East Perth site, which has also been used as tennis courts for the East Perth Girls School and Police Department vehicle licensing centre, excavations by archaeologists and forensic anthropologists were carried out in 2020. All the human remains were later reinterred at Karrakatta Cemetery followed by a ceremony conducted by members of the Chinese community to appease the disturbed spirits.
Also uncovered were artefacts including coffins and coffin furniture, fragments of clothing and a large number of buttons. A bracelet and some copper coins, grave goods intended to ensure the comfort of the deceased in the afterlife, were also found. ‘Beneath the Bitumen’ displays a small number of these artefacts, including a remarkably well preserved and extremely rare wool jacket dating from between 1889–99.
The exhibition is on display in St Bartholomew’s Church, East Perth Cemeteries, until 19 June 2022.

The Great Spa Towns of Europe was inscribed on the World Heritage list in 2021 as a transnational serial site comprising 11 famous spa towns in 7 European countries. The Great Spa Towns of Europe are now looking for a Secretary General to lead the project.
This wide-ranging post requires an exceptional person with leadership qualities to deliver and develop the property management plan. This post needs a person with at least 10 years’ experience in the cultural heritage field at all levels who will be the spokesperson and figurehead of the property. The post-holder will work closely with and take direction from the 11 Mayors of the spa towns and 11 site managers, so proven diplomatic, communication and motivational skills are a must.
The working language of the project is English and availability for extensive European travel is vital. Administrative, communication and financial management support is provided. This exciting and challenging role requires a self-employed or independent consultant to be available for an average of 4 days per week for an initial contract period of three years.
Interviews will be held in Františkovy Lázně in the Czech Republic on the 6th & 7th of September 2022 with the post commencing in early 2023.

The Position
We are looking for an individual with interest and some experience in heritage practice, a grounding in architecture would be ideal. We are open to various levels of seniority from keen entry level to relatively expert. To be considered for the position, you should have:
- Education and / or on the job training in heritage management;
- Some experience with / particular interest in the built environment / built heritage;
- Excellent written communication skills;

- Greater than 3-5 years’ experience in a built heritage consulting environment.
- Tertiary qualifications (ideally with Honours, or Masters level) in architecture, planning, cultural heritage or an affiliated discipline.
- A holistic geographical approach to built heritage and site development, contemplating landscape, and archaeological factors.
- Architectural/urban/master planning experience well regarded.
- Demonstrated experience in preparing quality heritage advice.
- Excel in a multi-disciplinary team environment and deftly manage budgetary and time constraints
- Detailed knowledge of Victorian state and local government statutory requirements

Design 5 is an inner-city architecture studio specialising in built heritage conservation, adaptive reuse and associated new work, with a broad range of interesting and challenging projects, primarily in NSW, from new structures in significant contexts, to detailed conservation work.
We are seeking an architecture graduate, with a minimum of 2 years experience and an interest in conservation and adaptive reuse to join our team on a full time basis.
The role includes:
- assisting with design and documentation including DAs and construction
- liaising with clients and consultants
- preparation of reports including Heritage Impact Assessments and CMPs
- archival research
Key attributes:
- Training in architecture with design and documentation skills
- Interest in conservation and adaptive reuse
- Competence with Microsoft Word and familiarity with InDesign
- Competence with CAD / Vectorworks or similar – optional
- Good research and communication skills including technical report writing
- Confident attitude, highly motivated and willingness to contribute positively to the culture of the practice

We are currently seeking a Senior Heritage Consultant to join the NBRS team. This is a great opportunity to be involved in a wide range of projects encompassing all aspects of heritage management and conservation.
NBRS work with heritage sites of local, State and Commonwealth levels of significance across a wide range of projects. We work across Australia and internationally out of our Sydney, Melbourne & Brisbane studios.
Reporting to the Practice Lead, you will be involved in all areas of heritage architecture, management and conservation practice. The role involves direct client and consultant liaison, assessment of heritage issues, preparation of written advice and the provision of heritage advice throughout construction projects.
You will have the opportunity to work independently on projects of all scales, as well as collaborating with our close-knit team. You will be involved in heritage assessments, nominations and studies; heritage impact statements; conservation management plans and conservation works schedules.
We are looking for someone who is comfortable managing projects independently as well as leading larger teams.
