2022 Federal Election Policy | Australia ICOMOS Cultural Heritage Proposals 

In the lead-up to the 2022 federal election, Australia ICOMOS has developed a set of cultural heritage proposals which have been sent to a range of parties.  The proposals address:

  • Commonwealth Leadership and Shared Responsibility for Australia’s Heritage
  • National Initiatives for Australia’s Cultural Heritage 
  • Australia’s International Role and Profile in Cultural Heritage
  • Environment Protection Biodiversity Conservation Act
  • Specific issues such as the Juukan Gorge inquiry, Warragamba Dam and Adelaide Park Lands

Meetings have also been sought to promote the proposals.

Queensland Government Community Sustainability Action grants | Conservation—Community Engagement on Queensland’s National Parks and State Forests | applications close 19 April 

Applications are now open for Round 6—Conservation—Community Engagement on Queensland’s National Parks and State Forests of the Community Sustainability Action grants program. Grants of up to $20,000 (excluding GST) are available for on-ground projects that engage the community to support and improve key habitat and biodiversity in Queensland’s national parks and state forests. Activities funded will be those that encourage community/volunteer participation and engagement, and include but are not limited to:

  • habitat protection
  • habitat improvement and restoration activities
  • flora and fauna surveys, monitoring and mapping
  • visitor education or awareness programs
  • track monitoring and maintenance.

Applications close at 4pm on Tuesday 19 April 2022.

Victorian Heritage Services Directory | National Trust of Australia (VIC) | invitation to join

The National Trust of Australia (Victoria) invites all companies and individuals providing heritage services in Victoria to join the new Victorian Heritage Services Directory. The Directory is to assist the owners and managers of heritage places and objects to find qualified heritage consultants and contractors across a range of disciplines and heritage trades, and will be promoted to the National Trust’s 30,000+ members and supporters. This service replaces Heritage Victoria’s former Consultants & Contractors Directory.

Net Zero: Heritage for Climate Action | call for proposals | closes 7 May

FAR-First Aid and Resilience for Cultural Heritage in Times of Crisis, a flagship Programme of ICCROM, is pleased to invite project proposals for its next multi-level capacity development project Net Zero: Heritage for Climate Action.

Net Zero is an 18-month project (July 2022 – 31 December 2023) which aims to enhance risk reduction and coping capacities of vulnerable heritage communities. It sets to implement field projects at five innovation sites, in five risk-prone countries, using heritage to mitigate climate change, as well as reduce the risks of disasters and conflicts. The field experience will feed into an international training of change agents and community leaders. A final international symposium and publication will act as catalysts to inform policy and expand the outreach of the project by sharing the know-how on heritage for climate action in 25-30 countries suffering from acute environmental stresses. 

Proposals are invited from institutions and organizations which are highly motivated and have worked on successfully implementing projects on cultural heritage safeguard, sustainable development, disaster risk reduction and/or climate action. Additionally, we encourage applications from organizations working in regions suffering from acute environmental stresses, visible in the form of frequent extreme hazard events and/or climate-driven conflicts.

Advanced Master in Structural Analysis of Monuments and Historical Constructions | Czech Republic, Italy, Portugal, Spain | applications close May 20

SAHC is a leading international Masters Course in Structural Analysis of Monuments and Historical Constructions. The objective of SAHC is to offer an advanced education programme on the engineering of conservation of structures, with a focus on architectural heritage. The main focus of this training is the application of scientific principles in analysis, innovation and practice of conservation of monuments and historical constructions worldwide.

This Master Course is organized by a Consortium of leading European Universities/Research Institutions in the field, composed by University of Minho (coordinating institution, Portugal), the Technical University of Catalonia (Spain), the Czech Technical University in Prague (Czech Republic), the University of Padua (Italy) and the Institute of Theoretical and Applied Mechanics of the Czech Academy of Sciences (Czech Republic).

The course combines the most recent advances in research and development with practical applications. A significant number of scholarships, ranging from 4,000 to 13,000 Euro, are available to students of any nationality.

Cascades Female Factory reopens | Hobart

The Cascades Female Factory has reopened with a new $5 million state-of-the-art History and Interpretation Centre. From Saturday 26 March 2022, this new experience at the World Heritage-listed site will finally bring to light the stories of dispossession, mistreatment and the forced migration of convict women and their children, and their contribution to colonisation throughout the history of colonial Australia to the present. These stories are interwoven with the First Nation’s stories of Palawa, their culture that is over 40,000 years old and which was so gravely impacted by the British colonisation of the early 1800s.

Thanks to the funding by both the Tasmanian State and Commonwealth governments, the site now offers an important and engaging look at the role of women during the convict era and the echoes of their influence in contemporary Australia. With a range of tours and interpretative experiences on offer, the site is a significant centrepiece of Tasmania’s convict history.

Have your say on proposed changes to Queensland’s cultural heritage laws | deadline 31 March 

The Queensland Government is seeking responses to proposed changes to the Aboriginal Cultural Heritage Act 2003 and Torres Strait Islander Cultural Heritage Act 2003.   

Public feedback will help to make sure these laws provide strong, effective protection for our state’s rich cultural heritage and work well for the benefit of all Queenslanders.

This consultation is a key step in finalising the review of Queensland’s cultural heritage laws. The proposed changes are based on feedback from earlier stages of the review and priorities for improving the way Aboriginal and Torres Strait Islander cultural heritage is managed and protected.

Royal Exhibition Building and Carlton Gardens World Heritage Management Plan review | Draft Strategic Vision | feedback sought until 31 March

The Steering Committee for the Royal Exhibition Building & Carlton Gardens have prepared a draft Strategic Vision. The Strategic Vision is intended to guide the Steering Committee’s activities over the next three years. The Strategic Objectives in the document will ensure the Steering Committee is accountable, transparent and unified in its vision for managing the World Heritage site.

The draft Strategic Vision has been prepared in response to community feedback received during the first phase of consultation on the World Heritage Management Plan and site in 2020. The Steering Committee now invite you to view the draft document and share your thoughts before the document is finalised and put into action this year.

Inner West Council (NSW) | Built Environment Awards – Marrickville Medal | call for jury nominations | closes 15 May

Inner West Council is seeking nominations from local heritage societies/associations for a member of their group with appropriate expertise to be part of a jury for the 2022 Inner West Built Environment Awards (Marrickville Medal). 

The Marrickville Medal for Conservation has been awarded annually since 1995 and was one of the first awards of its kind to be established in New South Wales. It celebrates built conservation works that contribute to the understanding and preservation of the Inner West’s rich cultural and architectural heritage.

The award is aligned with the state-wide National Trust Heritage Festival held in April–May every year. It is open to all building works within the Inner West Council area, completed in the past three years, having positive conservation outcomes, including preservation, restoration, reconstruction, adaptation & interpretation. Works can be large or small, private or public, but the judges will be looking for thoughtful and innovative outcomes. This is a link to Council’s website, showing previous winners:

The judging panel’s role will include a review of applications, a site visit of the short-listed applications (one full-day weekend required in July 2022), and meeting/s with the judging panel to discuss, evaluate and select the winner, and to assist with the writing of jury comments. Additionally, attendance at the awards ceremony in September 2022 to assist in the presentation of the awards.

UNESCO Living Heritage Entity | online information sessions | Apply to the Fund of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage | 22-29 March

The Living Heritage Entity presents the online event ‘Apply to the Fund of the 2003 Convention for the safeguarding of the Intangible Cultural Heritage’ which will take place in March 2022.

Three information sessions are organised to present the International Assistance mechanism of the 2003 Convention, the modalities and the process of application. In addition, the Toolkit for requesting International Assistance from the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage will be presented. This guideline introduces key concepts of the Convention, the criteria for receiving funding and how to plan and monitor projects.

Victorian Government Living Heritage Grants Program | Applications close 31 March 

Safeguarding and reactivating our heritage  

Applications for Round 7 of the Victorian Government’s competitive community Living Heritage Grants Program are now open and close on 31 March 2022.  

Eligible applicants may apply for an amount between $20,000 and $200,000 per project, to fund conservation works to ‘at risk’ places and objects included in the Victorian Heritage Register. Places and objects must be publicly accessible, and a significant community benefit anticipated.

The International Specialised Skills Institute has 4 fellowships currently open for applications.

Open until the 8th of April is the VET International Practitioner Fellowships that are available to VET practitioners who are employed within Victorian Government contracted Registered Training Organisations (RTOs), including TAFEs, private RTOs and Adult, Community and Further Education (ACFE) Board registered Learn Local Providers.

Secondly, the Mason Family Trust Fellowship that focuses on skills acquisition in areas of music, traditional arts and the art of stained-glass painting is open for application until the 25th of March.  Also open for applications until the 25th of March is the Palladio and Italian Australian Foundation Fellowships.

The Community Heritage Grants (CHG) program supports community-based organisations to identify and care for Australian cultural heritage collections which are publicly accessible, locally held and nationally significant. 

The CHG supports small, local groups with limited funding and staffing resources, who would benefit from access to professional cultural heritage expertise. Grants of up to $15,000 are available to help organisations undertake a three-stage journey to document their collection, identify collection care recommendations and implement practical improvements and enhancements.

The National Trust of Australia (Victoria) is hosting workshops as part of an initiative to demonstrate best conservation practice and create meaningful learning opportunities for trades, professionals and the general public. Come along and learn from experienced instructors and heritage professionals.

Workshop – Repointing Mortar Joints at Como House

This workshop will allow you the opportunity to repoint mortar joints at Como House in South Yarra under the direction of a heritage professional. Workshop includes the provision of PPE including gloves and eye protection.
Outcomes will include:

  • Awareness of the Health and Safety issues involved in the pointing works
  • Familiarity with lime, sand and aggregate selection processes
  • Practical awareness of materials preparation and use including tool handling
  • Heritage philosophy as to the extent of pointing intervention

Bill Lucas: Architect Utopian | exhibition | Tin Sheds Gallery, Sydney | closes 26 March

Bill Lucas sought to bring about social and environmental change; to make the world a better place. By the mid-1970s, Lucas had ceased conventional practice, instead working without a fee – advising, teaching and problem-solving projects.

Don’t miss this new exhibition, curated by architect Peter Lonergan. It’s in three parts: 20 buildings; 10 community projects and 1001 process drawings.

The Australian Heritage Festival is Australia’s largest annual community-driven heritage festival. 20th Century Heritage Society | The Many Treasures of Macquarie Street | walking tour with Dr Roy Lumby | Sydney | 27 March, 11am

Macquarie Street was the site of Sydney’s first permanent public buildings, and intended as a ceremonial thoroughfare by Governor Macquarie. It was a fashionable address during the nineteenth century, and became the focus of Sydney’s medical profession. Its history is reflected in the buildings that line it – among them major public institutions, and significant examples of twentieth century architecture. It is also the site of some of Sydney’s most distinctive civic adornments. 

This will be an opportunity to explore the riches of a most important street, guided by a heritage architect and historian. There are examples of modernism, art deco and other twentieth century building styles.

Dr. Roy Lumby PhD is a respected authority on the 1920s and 1930s. He completed his Master of Architecture degree by thesis entitled: An Architecture of Business: Sydney’s Office Buildings of the 1920s and 1930s.

Sue Hood Lecture 2022 | Tasmanian edible native plants: how to identify  and use them | presented by Rees Campbell | Port Arthur Historic Site, Tasmania | 31 March, 12.00pm 

Did you know there are over 150 edible Tasmanian native plants? Rees Campbell will talk about the richness of the Tasmanian botanical larder, identify many of the edible plants growing naturally on the Tasman Peninsula (and easily in your gardens) and demonstrate how to use them.

There will be plant samples to view; and product samples to taste; as well as a limited stock of Feisty Tasmanian products to purchase on the day (cash only).

Bathurst Heritage Trades Trail | 9-10 April

Bathurst will celebrate over 200 years of its rich history, paying homage to the trades and traditions that have helped shape the region, at the Bathurst Heritage Trades Trail on Saturday 9 and Sunday 10 April 2022. 

Rare and lost trades and crafts will be showcased over the weekend at Australia’s oldest inland European settlement. Blacksmithing, saddlery, dry stone walling, whip cracking and making, glass artistry, lace making, tapestry, embroidery, carpentry and joinery, cigar box guitar making and violin making are among many unique talents to be demonstrated by local and guest artisans.

NEW SITUATION VACANT: Senior Conservation Architect | SA Department for Environment and Water | Adelaide | closes 7 April

The Senior Conservation Architect/Officer contributes to the management of South Australia’s non-Aboriginal cultural heritage. In particular, the role will involve preparation of draft Heritage Standards for State Heritage Areas based on the framework and intent of 2021 Heritage Standards for Colonel Light Gardens; including contributing to planning policy, and drafting ‘elements of heritage value’ and ‘guidelines for development’ for each Area.

The role will also provide specialist technical heritage advice to State heritage owners and local councils, including pre-lodgement advice and Development Approval referral advice in line with the Planning and Design Code. In addition, the role will contribute towards strategic projects, briefings and policy documentation relating to the heritage conservation of State Heritage Places and Areas.

The Director First Nations is a newly created role to provide leadership as the Harbour Trust transforms to deliver on its commitments, as a member of the senior management team collectively responsible for developing and delivering capital initiatives at our sites, for building strong relationships with First Nations people and organisations, and for reviewing and establishing operations and policy such that the Harbour Trust sites become a universal place of welcome.

With master planning and feasibility studies commencing that provide the roadmap for the transformation of Cockatoo Island, North Head Sanctuary and Middle Head, much of the first year of this role will be working with the newly established project team to embed First Nations perspectives in these major projects.

Greater Sydney Parklands manages a portfolio of World, National, State and Local heritage listed parklands across Greater Sydney. This position has a key role in the development and implementation of Greater Sydney Parklands RAP framework, cultural competency programs, cultural mapping projects and First Nations online library as well as assisting with the project management and administration of heritage conservation and interpretation works, cultural landscape management plans and the preparation of applications to Heritage NSW. Design 5 is an inner-city architecture studio specialising in built heritage conservation, adaptive reuse and associated new work, with a broad range of interesting and challenging projects, primarily in NSW, from new structures in significant contexts, to detailed conservation work.

We are seeking an architecture graduate, with a minimum of 2 years experience and an interest in conservation and adaptive reuse to join our team on a full time basis.

The role includes:

  • assisting with design and documentation including DAs and construction
  • liaising with clients and consultants
  • preparation of reports including Heritage Impact Assessments and CMPs
  • archival research

Key attributes:

  • Training in architecture with design and documentation skills
  • Interest in conservation and adaptive reuse
  • Competence with Microsoft Word and familiarity with InDesign
  • Competence with CAD / Vectorworks or similar – optional
  • Good research and communication skills including technical report writing
  • Confident attitude, highly motivated and willingness to contribute positively to the culture of the practice

SITUATION VACANT: Manager – Heritage │ Queensland Department of Environment and Science | closes 30 March

This role leads the Development Assessment and Archaeology team within the Heritage Branch, which administers Queensland’s historical heritage protection framework.

The Development Assessment and Archaeology team is responsible for development assessment and decision-making for State heritage places under provisions of the Queensland Heritage Act 1992 (exemption certificates, Heritage agreements and Development by the State for the Queensland Heritage Council), as well as providing technical advice within the State Assessment and Referral Agency framework established under the Planning Act 2016, and providing input into several other development assessment systems. The team also manages matters related to Queensland’s terrestrial and maritime archaeology resource under the Queensland Heritage Act 1992, the Australian Underwater Cultural Heritage Act 2018 and the Australian Underwater Cultural Heritage Program.

We have an opening for a highly organised Conservation Projects Manager to join our Objects and Outdoor Heritage Team, starting in March/April 2022.  Based at our labs in Chatswood, Sydney, use your hands-on project management and conservation skills in a wide variety of site-based heritage and art projects.  Salary commensurate with experience in the range of $72,504 – $92,760 plus 10% superannuation.

This role will suit people with a background in heritage conservation, who like to work on a variety of materials and projects, and who enjoy working outdoors with occasional travel.

You will be involved in devising and implementing conservation methodologies, preparing quotations and tender submissions, negotiating conditions of contract, managing projects and teams, preparing condition assessments and reports, and working closely with clients and subcontractors.
