ICOMOS Statement on Ukraine

I am sure all Australia ICOMOS members share a great concern with the terrible events unfolding in Ukraine, especially for its people, their safety and well-being. But of course, this situation also has the potential to seriously impact Ukraine’s cultural heritage. The ICOMOS family around the world, led by international ICOMOS, has been quick to express its concern, sympathy and support, and on behalf of Australia ICOMOS I will convey similar sentiments to our Ukrainian colleagues.

ICOMOS Statement on Ukraine

Paris, 24 February 2022

ICOMOS deplores the lives already lost and threatened by the deterioration of the situation in the
Ukrainian territory. ICOMOS also fears that serious threats weigh on Ukraine’s heritage.

As one of the foremost organisations in the heritage field and Advisory Body to the World Heritage
Committee, it reminds all involved of the extreme fragility of the cultural heritage during armed conflict,
even to unintentional damage, and the commitments of care they have made under the UNESCO
Cultural Conventions – in particular the 1954 Hague Convention and its two Protocols, the 1972 World
Heritage Convention and the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage
– and their absolute duty to do everything in their power to preserve all heritage, in all its components
and layers, from damage.

ICOMOS is at the disposal of its colleagues and the authorities in Ukraine for any support or advice it
may be able to give in safeguarding cultural heritage or risk preparedness measures.

‘Ignite Pacific’: Climate change, culture and peace in the Pacific region session recording is now available to view

On the invitation of ICCROM Climate.Culture.Peace conference Organising Team, Australia ICOMOS Caring for Country Committee members Kerime Danis, Catherine Forbes and Anita Smith hosted the ‘Ignite Pacific’: Climate change, culture and peace in the Pacific region panel session on the fourth day of the conference (27 January 2022) featuring presenters from Vanuatu, New Zealand and Australia.

The session presented three diverse case studies from the Pacific:

  • Netai en Namou Toc: Capturing traditional ocean knowledge on Erromango island, Vanuatu by Anna Naupa  (Anna was accompanied in her presentation by two community elders introduced as Aunty Helen and Aunty Kelma)
  • Aspirations for a proactive approach to climate change in Aotearoa, New Zealand by Rebecca Ramsey and Emma Ash
  • Indigenous story of Hope for a Climate Chance by Professor Anne Poelina who was also one of the presenters of the first Caring for Country webinar

As summed up by the session Rapporteur Dr Susan McIntyre-Tamwoy (Australia ICOMOS), while all three were different in content and approaches, some strikingly common messages emerged from them.

  • The power and importance of Intergenerational knowledge transmission
  • The effectiveness of community action and individual responsibility
  • The importance of archaeological sites as repositories of knowledge for indigenous communities
  • Techniques
  • Dealing with complexity by developing strong partnerships
  • Diverse and creative story telling
  • Developing understanding through a common language around cultural and climate change

Legislative Council Environment and Planning Committee | Inquiry into the protections within the Victorian Planning Framework | Update

The Environment and Planning Committee of the Legislative Council of Victoria has received 260 submissions to its inquiry into the Victorian Planning Framework.

However, as this is an election year in Victoria, committee activity will wind down towards the middle of the year and there is likely to be no significant committee work in the second half of the year.

Accordingly, the Committee has made the decision that it will not be holding public hearings for this inquiry but will do a detailed and thorough review of all submissions, prepare an interim report for the Parliament identifying the key issues and key questions and will be making a strong recommendation to the government that a full and detailed inquiry be undertaken at the commencement of the next Parliament.

While it is understood that the level of interest in the community is likely to lead to disappointment in this decision, the Committee is of the view that far more people’s voices will be heard by holding a full inquiry, with the appropriate number of days of hearings and the appropriate number of witnesses. More people would be disappointed should an inquiry be concluded now as only a few organisations would be able to be heard.

Curator Emily Catt will speak with Deputy Chair of the ACT Heritage Council Associate Professor Dianne Firth and Australian Institute of Architects national president Shannon Battisson to discuss collaboration and influence in architecture through the lens of Marion Mahony Griffin’s working relationship with Walter Burley Griffin, and internationally influential American architect Frank Lloyd Wright.

Bathurst Heritage Trades Trail | 9-10 April

Bathurst will celebrate over 200 years of its rich history, paying homage to the trades and traditions that have helped shape the region, at the Bathurst Heritage Trades Trail on Saturday 9 and Sunday 10 April 2022. 

Rare and lost trades and crafts will be showcased over the weekend at Australia’s oldest inland European settlement. Blacksmithing, saddlery, dry stone walling, whip cracking and making, glass artistry, lace making, tapestry, embroidery, carpentry and joinery, cigar box guitar making and violin making are among many unique talents to be demonstrated by local and guest artisans.

Expressions of interest are invited for four volunteer positions as Australia Theme Co-Chairs and three volunteer positions as Crosscutting Topic Coordinators for the Scientific Symposium to be held between 4 and 8 September 2023 as part of the 21st Triennial General Assembly of ICOMOS (GA2023) in Sydney, Australia. The overarching theme of GA2023 is HERITAGE CHANGES.

Expressions of Interest are encouraged from energetic, experienced, and engaged Australia ICOMOS members who have suitable personal attributes, skills, and experience, including: a mix of appropriate practice-based and academic credentials; good connections within the heritage sector; experience in conducting similar events and processes; a combination of creative and critical skills, team leadership, and demonstrated commitment to inclusiveness, ethical conduct and the principles of the Burra Charter; as well as the necessary time and energy. Previous roles as part of the GA2020 Scientific Symposium organisation will be taken into account.

Ngā Pūtahitanga / Crossings:  A Joint Conference of SAHANZ and the Australasian UHPH Group, hosted by the School of Architecture and Planning, University of Auckland, 24-27 November 2022.

This joint conference serves as the 39th annual conference of the Society of Architectural Historians, Australia and New Zealand (SAHANZ) and the 16th conference of the Australasian Urban History / Planning History (UHPH) Group.  The conference will explore matters of common interest to both groups.  We seek papers that examine historical moments demonstrating overlap, collaboration, tension or dispute between built environment disciplines, including architecture, planning, urban design, landscape architecture and heritage conservation.

Change Over Time: An International Journal of Conservation and the Built Environment is pleased to announce the call for abstracts for our forthcoming issue on Material Matters. 
 
This issue of Change Over Time examines the rise of material studies and its enduring influence on how we perceive, understand, interpret, and ultimately conserve our historic built environments. The topic is of particular relevance today as we debate the embodied values of our built heritage and justify the retention of existing buildings and places in the context of social equity, environmental justice, and climate change.

‘Revival after a disaster, the restoration of Notre-Dame de Paris Cathedral and of Shurijo Castle’ | virtual exhibition and symposium | 14 +15 March

At the initiative of Toshiyuki Kono, Executive Vice President of Kyūshū University of Fukuoka in Japan, former President of ICOMOS, and in cooperation with ICOMOS France and invited experts from the CNRS and the University of Paris-Sorbonne, a virtual exhibition, “Revival after a disaster, the restoration of Notre-Dame de Paris Cathedral and of Shurijo Castle” has been created on the theme of post-traumatic reconstruction of heritage sites.

This virtual exhibition will be launched during a two half-day symposium, on 14 and 15 March 2022, from 8:30 am to 1 pm, by videoconference. This symposium will be an opportunity to draw parallels between Notre-Dame de Paris Cathedral in Paris and Shurijo Castle in Naha, Japan, both burned down in 2019 and both inscribed on UNESCO’s World Heritage List.

The conference will be held exclusively in French and Japanese; a video with English subtitles will be made available on Youtube in the following weeks.

Entries are now open for the 28th annual National Trust (NSW) Heritage Awards – the most highly anticipated celebration of outstanding practice in the field of heritage.

Each year, a multitude of organisations, individuals and community groups proudly share their hard work and dedication across projects big and small.

If you have been involved with, or know of any projects completed (or nearing completion) which promote, preserve or protect the built, natural or cultural heritage of New South Wales and meet our entry criteria, we encourage you to start crafting your submissions.

Parliamentary Inquiry into the UNESCO Convention on the Protection of the Underwater Cultural Heritage 2001 | submissions close 18 March

The Treaties Committee of the Australian Parliament is empowered by its resolution of appointment to inquire into and report on ‘matters arising from treaties and related National Interest Analysis and proposed treaty actions presented or deemed to be presented to the Parliament.’

As nearly all treaty actions proposed by the Australian Government are tabled in Parliament, this type of review activity accounts for much of the Committee’s work.

The Committee invites interested persons and organisations to make submissions on the UNESCO Convention on the Protection of the Underwater Cultural Heritage by 18 March 2022.

The National Trust of Australia (Victoria) is hosting workshops as part of an initiative to demonstrate best conservation practice and create meaningful learning opportunities for trades, professionals and the general public. This workshop will allow you the opportunity to repoint mortar joints at Como House in South Yarra under the direction of a heritage professional. Workshop includes the provision of PPE including gloves and eye protection.
Outcomes will include:

  • Awareness of the Health and Safety issues involved in the pointing works
  • Familiarity with lime, sand and aggregate selection processes
  • Practical awareness of materials preparation and use including tool handling
  • Heritage philosophy as to the extent of pointing intervention

Victorian Government Living Heritage Grants Program | Applications close 31 March 

Safeguarding and reactivating our heritage  

Applications for Round 7 of the Victorian Government’s competitive community Living Heritage Grants Program are now open and close on 31 March 2022.  

Eligible applicants may apply for an amount between $20,000 and $200,000 per project, to fund conservation works to ‘at risk’ places and objects included in the Victorian Heritage Register. Places and objects must be publicly accessible, and a significant community benefit anticipated.

Have your say on proposed changes to Queensland’s cultural heritage laws | deadline 31 March 

The Queensland Government is seeking responses to proposed changes to the Aboriginal Cultural Heritage Act 2003 and Torres Strait Islander Cultural Heritage Act 2003.   

Public feedback will help to make sure these laws provide strong, effective protection for our state’s rich cultural heritage and work well for the benefit of all Queenslanders.

This consultation is a key step in finalising the review of Queensland’s cultural heritage laws. The proposed changes are based on feedback from earlier stages of the review and priorities for improving the way Aboriginal and Torres Strait Islander cultural heritage is managed and protected.

The International Specialised Skills Institute has 4 fellowships currently open for applications.

Open until the 8th of April is the VET International Practitioner Fellowships that are available to VET practitioners who are employed within Victorian Government contracted Registered Training Organisations (RTOs), including TAFEs, private RTOs and Adult, Community and Further Education (ACFE) Board registered Learn Local Providers.

Secondly, the Mason Family Trust Fellowship that focuses on skills acquisition in areas of music, traditional arts and the art of stained-glass painting is open for application until the 25th of March.  Also open for applications until the 25th of March is the Palladio and Italian Australian Foundation Fellowships.

We are currently seeking a Senior Heritage Consultant to join the NBRS team. This is a great opportunity to be involved in a wide range of projects encompassing all aspects of heritage management and conservation.

NBRS work with heritage sites of local, State and Commonwealth levels of significance across a wide range of projects. We work across Australia and internationally out of our Sydney, Melbourne & Brisbane studios.

Reporting to the Practice Lead, you will be involved in all areas of heritage architecture, management and conservation practice. The role involves direct client and consultant liaison, assessment of heritage issues, preparation of written advice and the provision of heritage advice throughout construction projects.

You will have the opportunity to work independently on projects of all scales, as well as collaborating with our close-knit team. You will be involved in heritage assessments, nominations and studies; heritage impact statements; conservation management plans and conservation works schedules.

The Harbour Trust is looking to engage a Heritage Architect/Project Manager whose role will be to develop and manage Capital Works and Operational projects, requiring project planning, relationship management, and resource negotiation to support the strategic, operational and heritage objectives of the Trust.

We are looking for a person who has a thorough understanding of heritage principles and heritage architectural conservation techniques including documentation, scheduling and drawings. You will also have an ability to provide a range of heritage advice to the business and clients on a range of projects including conservation management plans, heritage impact statements and architectural conservation supervision.

To be successful in this role you will be able to demonstrate your experience and expertise in implementation and directing heritage works and programs in accordance with Commonwealth heritage, planning legislation and policy including design, contract management and administration to projects such as buildings, contract administration, heritage works, safety and procurement.

We have an opening for a highly organised Conservation Projects Manager to join our Objects and Outdoor Heritage Team, starting in March/April 2022.  Based at our labs in Chatswood, Sydney, use your hands-on project management and conservation skills in a wide variety of site-based heritage and art projects.  Salary commensurate with experience in the range of $72,504 – $92,760 plus 10% superannuation.

This role will suit people with a background in heritage conservation, who like to work on a variety of materials and projects, and who enjoy working outdoors with occasional travel.

You will be involved in devising and implementing conservation methodologies, preparing quotations and tender submissions, negotiating conditions of contract, managing projects and teams, preparing condition assessments and reports, and working closely with clients and subcontractors.

About the roles 
We have a range of opportunities for archaeologists of all levels of experience and technical expertise. We are also interested in hearing from archaeologists with specialist skills. We can offer roles to suit your availability and preferences. A range of contracts are on offer, including casual, temporary, full-time, part-time and ongoing. 

At a minimum you will have a degree in archaeology or a related discipline, a passion for Australian archaeology, and a desire to work on large-scale high profile archaeology projects.

About the projects 
GML will commence several archaeological projects in Parramatta, Sydney and Western Sydney in 2022. The works are components of large-scale, significant projects. 

The sites have potential for significant archaeology associated with convict and early colonial settlement, and nineteenth domestic, commercial and industrial archaeology. There is also potential for significant Aboriginal archaeology. 

The archaeological projects are starting in March 2022, ongoing throughout the year and into 2023.  

There will be several intakes of archaeologists over this time.
