Australia ICOMOS E Mail News No 1100

MYANMAR EARTHQUAKE

You will all by now have heard of the earthquake that has struck central Myanmar and which has been felt in neighbouring countries Thailand, Vietnam, India and the Yunnan province of China.  ICOMOS Asia-Pacific Regional Vice-President Susan McIntyre-Tamwoy and colleagues in Myanmar and the region have been providing us updates on the situation and the ICOMOS response.

Alongside the terrible loss of life, essential infrastructure and housing, we understand there are varying degrees of damage to National monuments in Myanmar with several, such as the palace at Mandalay, Ava Bridge, Mandalay University and various monasteries, partially or wholly destroyed.  There are also numerous small villages, which have been completely destroyed.  While there isn’t significant damage at Bagan, there are reports of cracks appearing in some of the buildings, which may make them vulnerable in the upcoming monsoon season.

ICOMOS International is monitoring the situation through both the Secretariat and ICORP (International Scientific Committee on Risk Preparedness). The conditions on the ground are difficult due to earthquake impacts and the ongoing civil war, but several of our ICOMOS Asia-Pacific regional group members are involved in monitoring and response planning, based on experience with previous earthquakes in the region. ICORP also has a member on the ground at the moment. The assistance offered is apolitical and to assist ICOMOS colleagues, the people of Myanmar and the heritage places they value.

Our thoughts, hopes and prayers are with the people of Myanmar and the wider region affected by the earthquake. If any of you receive reliable news directly from the region about heritage places impacted, please let the ICOMOS International secretariat know to assist with the response (secretariat@icomos.org).  Due to the difficult situation in Myanmar, if you want to donate to support aid efforts, we suggest you choose one of the established aid organisations such as UNESCO or the Red Cross (https://crisisrelief.un.org/myanmar-earthquake; https://www.redcross.org.au/global-emergency/).

NEW International activities and opportunities of ICOMOS | Dr Susan McIntyre-Tamwoy ICOMOS Vice President

After my presentation at the AGM on Perth late last year several members spoke to me wanting to hear more about opportunities to get involved in or learn more about ICOMOS international activities. Many of these routinely get circulated through the e-news already but below are a few that I know may interest some of you.

Sustainable Development Goals-Do you know about Mondiacult?

Recently UNESCO completed their regional consultations in the leadup to Mondiacult conference in Barcelona, Spain later this year.  The consultation in the Asia Pacific Region were co-ordinated by Susan McIntyre-Tamwoy in her role as Vice President responsible for the Aisa Pacific region. We had a small contingent from the region that helped craft the 4 short thematic interventions. This included ICOMOS Board members Doowon Cho (Korea) Nupur Prothi (India) and Takeyuki Okubo as well as the presenters.   Shawnees Gorringe from Australia ICOMOS and The Indigenous Heritage Working Group presented one of the interventions.  The others were presented by Christophe Sand (ICOMOS Pasifika), Gabriel Caballero (ICOMOS Philippines) and Susan.

Are you interested in learning more about Mondiacult 2025?  It will bring together thousands of participants to set the global agenda for culture in the years ahead.  You can learn more about it here https://www.unesco.org/en/mondiacult.  Join the Australia ICOMS Sustainable Development Working Group.

If you have time and energy to contribute, consider joining the SDG Working Group.  Contact the ICOMOS focal point for that group – Naima Benkari for more information naima.benkari@icomos.org .  Note the emphasis here is on the word ‘working’ – so be prepared to contribute to the workplan of the group.  Once you know more and decided you want to commit to get involved speak to the Australia ICOMOS Executive about AICOMOS endorsement and find out what sort of reporting back of activities they expect.

Specific call for input on SDG Indicator 11.3.2 (a vital indicator that monitors civic participation in cities)

ICOMOS is a member of the Habitat Professional Forum (HPF) of UN-Habitat – represented by the ISC on Historic Cities, Towns and Villages (CIVVIH).  This SDG Indicators is a risk of being removed from the Global Sustainable Development Goal database as not enough data has been received on the civic participation in urban planning from enough cities and countries around the globe. They still till need data from 300 more cities in the next two months to meet the reporting threshold. Contributing to this is as simple as identifying your city and which stakeholder group you fall within and taking a very short two-minute survey (I have done it, and I can attest it will only take you a moment!).

Here is how you can help:

  • If you are based in or connected to any of these cities that have submitted at least one response, or even if the ones who haven’t submitted any, please take the survey (link)
  • Disseminate this request within your networks to ensure broad participation.
  • Encourage multiple respondents from the same city to participate at least five responses from minimum three different sectors are needed from each city for the data to be counted. The sectors can be – academia, civil society, private sector, government and non-profit organizations.

If you would like more information of SDG 11.3.2  see:

Emerging Professionals Working Group needs volunteers!  If you are involved in AICOMS Emerging professional group, have you considered putting your hand up to get involved globally? The international contact is Board member Mariana Pereira and she has put out several calls to help refresh the EPWG as many of the founding members have moved on in their careers. Her email to find out more is mariana.plpereira@icomos.org

The Climate Action Working Group

This group has also been through a refresh with a new Focal Point Ave Paulus taking over from Will Megarry who has successfully completed his term.  It has always been a very active working group and this hasn’t changed.  Now is the perfect time to consider if you have the time to effectively contribute to this group which has multiple task teams established and a crucial role in helping ICOMOS to implement the Triennial Scientific Plan.  Speak to avepaulu@gmail.com about what work /time commitment might be expected and once again if you do want to get involved make sure you contact AICOMOS and discuss what sort of feedback may be expected.

NEW Parramatta Female Factory world heritage nomination Update

Since late last year Australia ICOMOS has been participating in the consultation and review process for the Parramatta Female Factory world heritage nomination.  This began with Australia ICOMOS representatives Peter Romey and Hendry Wan attending a stakeholder briefing held by Heritage NSW on the progress of the draft dossier for the nomination

Australia ICOMOS provided comments on the Preliminary Assessment for the Female Factory to Heritage NSW and ICOMOS International about the scope of the nomination, the buffer zone and consideration of potential management issues.  Preliminary Assessment is a new process through which States Parties can engage the world heritage Advisory Bodies ICOMOS and IUCN in an enhanced dialogue regarding the potential Outstanding Universal Value (OUV) of a potential nominated site featuring on their Tentative List.  This process takes place prior to the preparation of a full nomination dossier and aims to assist States Parties by establishing the feasibility of a potential nomination.

Thank you to members of our World Heritage Reference Group for preparing our response.  The outcomes of the Preliminary Assessment process will be communicated to the Australian Government in a report drafted by ICOMOS International later this year.

ICOMOS Responsible Practice Toolkit

The Advisory Committee Officers (ACOs) are delighted to present the Responsible Practice Toolkit, prepared by The Advisory Committee’s Sustainability and Communications Task Force, and approved by the ICOMOS Board at its meeting in January 2025.

The Toolkit comprises

  • the Carbon Reduction Strategy,
  • the Responsible Meetings & Events Checklists for online, hybrid and in-person meetings, and
  • the Carbon Calculator & Meeting Registration Template

It is expected that the toolkit will expand over time as additional tools are developed.

The Carbon Reduction Strategy includes a range of actions for each level of ICOMOS, from the Headquarters, through the Board, National and International Scientific Committees, Working Groups and including individual members.

The ICOMOS Responsible Meetings & Events Checklists have been developed through consultation with ICOMOS membership and several public guidance documents. The checklists aim to improve the planning and organisation of ICOMOS events and meetings.

The Meeting Registration Template will capture the delegates individual meeting carbon footprint through the use of the Carbon Calculator. This information will be recorded by the organisers of the meeting and submitted to ICOMOS Headquarters & Advisory Committee as part of the Annual Reporting Process required for National Committees, International Scientific Committees and Working Groups.

We encourage all members to consider how to use the strategy to shape their own personal commitments to climate action, and we invite you to share this post widely through various media and communication channels.

CALL FOR SUBMISSIONS / GRANTS / NOMINATIONS

NEW Australia ICOMOS Mentoring Program – calling for Mentors! Applications due 18 April 2025

It’s here again! We need Australia ICOMOS members based in New South Wales and Victoria to step up and join us as mentors for students from the University of Sydney, University of Melbourne, Latrobe University and Deakin University.

This year we are part of a global effort to mentor students aiming for careers in cultural heritage. Our program has run since 2011 and has been enthusiastically received by both mentors and mentees.

We always have many more students than mentors apply – this restricts the size of the program, so we rely on the generosity of ICOMOS members so that as many students as possible can be paired. Please join if you can!

What is required?

  • It is very easy to be a mentor. We ask mentors to meet with their mentees at least 3 times during the program between May and October. These meetings can be in-person or virtual, and allow discussion about issues involved in heritage practice, and the student’s study and work interests.

  • We will be holding launch events in Melbourne and Sydney soon.
  • There will be a brief evaluation questionnaire distributed at the end of the year that we ask all participants to complete and return.

If you would like to be involved, please follow this link for further information.

NEW Royal Historical Society of Victoria | Housing, Heritage, Density: Panel Event | 29 April 2025

How do we work with planners and legislators to ensure that Victoria’s planning system doesn’t gut communities and destroy the suburbs historic essence – that which makes then unique, attractive and liveable?

Join us at this timely seminar presented by the Royal Historical Society of Victoria’s Heritage Committee.

In the context of a major revamp of the Victorian planning system, this seminar asks how we can make positive use of heritage as we plan to house more people. How can we modify Plan Victoria to make full use of heritage as anchor and focus for new neighbourhoods?

ICOMOS Sustainable Development Goals Working Group Survey

As is well known, culture (including cultural and archaeological heritage) is not comprehensively addressed in the UN Sustainable Development Goals. Since 2013, the interorganizational campaign ‘Culture2030Goal’ (of which ICOMOS is a part) has been advocating for the inclusion of culture as a distinct goal within the global development framework (see more here: https://www.ifla.org/news/a-goal-for-culture-culture2030goal-campaign-launches-process-to-develop-new-version/). The campaign is currently conducting a survey on the potential culture goal.

Following the recommendation of ICOMOS Sustainable Development Goals Working Group we invite you to participate in this important survey: https://survey.alchemer.com/s3/8150238/Culture2030Goal-Towards-a-Revised-Draft

Participating in the survey offers a valuable opportunity to hear the perspectives of archaeologists and other heritage professionals on cultural heritage management and protection.
