A South Australian ICOMOS seminar, (supported by the Heritage Branch of the Department of Environment and Heritage and the Australia Institute of Architects), will discuss the preparation of the nomination of the Cornish Mining Heritage Sites at Burra and Moonta Mines for National Heritage Listing and for the World Heritage Tentative List.  
 
The seminar will be in two parts. A key note talk will be presented by Professor Philip Payton, Professor of Cornish & Australian Studies and Director, Institute of Cornish Studies at the University of Exeter. Prof Payton is one of the key people behind the proposal for South Australia's sites to become part of a Trans National listing of Cornish Mining Heritage, involving Australia, Mexico and South Africa. The second part will focus on practical management issues of conservation. This follows the model of the successful ICOMOS World Heritage Day seminar held in April where discussion of practical conservation issues was of great interest to members. Presentations and discussion by practitioners will be included, focussing on case studies in the mining and building conservation arena. 
 
There will be a charge of $15 for ICOMOS members ($25 for non-members), with generous drinks and nibbles provided. Any surplus funds will be donated to the Streetwise Asia fund for Heritage Conservation.

The Course
Good conservation decisions are made with knowledge of the significance, history, past interventions, and current conditions of cultural resources. This international course on architectural records, inventories, and information systems for the conservation of cultural heritage will address the needs, methodology, and techniques for acquiring and using this knowledge. The course will draw upon the vast wealth of cultural material in Rome and will be taught by leading experts in the field. Records, inventories, and information management tools are continuously being developed and must be considered as a fundamental part of the conservation process.
 
Course objectives
The ARIS09 Course aims to improve architectural conservation practice by:
 
-        approaching architectural records and information management as tools in conservation for planning, practice, access and dissemination;
-        reviewing the theory of documentation and recording and its relation to specific situations;
-        encouraging appropriate methodologies and tools for recording, documentation, inventories and information management;
-        addressing recording practice based on specific case studies;
-        promoting discussion among specialists in these fields;
-        enabling participants to transmit documentation knowledge and skills to those in their home countries.
 
Course programme
The course will feature a range of learning strategies that will draw upon participants' own professional knowledge while adding new information and skills through readings, discussions, and a number of collaborative practical exercises. The course will include a required preparatory phase prior to arrival at ICCROM. This preparatory phase will allow participants to increase their background knowledge in key topic areas through readings and exercises that they will undertake while in their home countries.  The course will be structured around three main blocks of knowledge, through four weeks of study, on specific matters relating to:
 
-        Architectural Records: theory and practice for generating records will include direct, topographic, GPS, photogrammetric, and 3D laser scanning techniques, and archival research (historic, archaeological, structural, condition),
-        Inventories: the course will stress the notion of 'inventory' as the core element of information systems to be able to establish links between the various aspects and fields relating to architectural documentation processes.
-        Information Systems: planning, practice, access and dissemination of information (computer graphics, multimedia) will be emphasized, in particular principles, design and management of records in data base systems (GIS) and methods to process architectural records and related information
 
Participants
This international course is designed for a maximum of 18 conservation professionals.  The course will be for conservators, architects, planners, engineers, archaeologists, historians, topographers, photogrammetrists, surveyors, cartographers, documentalists, and other conservation professionals involved in the field of recording, documentation and inventories through information management systems.
 
Admission
Preference will be given to candidates working in positions in which they can share, transmit and disseminate the skills and information gained during the course.  Preference will also be given to applicants from ICCROM Member States.
Candidates are required to provide evidence of computer knowledge in the use of software for: Internet access, database management, CAD-based graphic tools, and digital image management.
 
Teaching team
Teaching staff will be composed of recognized heritage conservation professionals having both practical/theoretical experience and knowledge in training. They will represent a broad international perspective in their fields of expertise.
 
Working language
The official language of the course will be English. Participants are required to certify proficiency knowledge of the official language.
 
Certificate
A certificate of attendance will be awarded to participants who satisfactorily complete the course.
 
Course fee: 900 euro
 
Travel, Accommodation and Living Expenses
Participants will be responsible for their round trip travel costs to and from Rome and their accommodation and living expenses during the course.  Participants should plan for a minimum allowance of Euros 1500 for living expenses. Candidates are strongly encouraged to seek financial support from sources such as governmental institutions, employers and funding agencies. ICCROM may be able to offer a limited number of scholarships to selected candidates who have been unable to secure funding.

8) Department of the Environment, Water, Heritage and the Arts: Media Release -
Grants Open for Voluntary Environment and Heritage Organisations
 
Environment Minister, Peter Garrett, today called for applications for 2008-09 grants under the strengthened Grants to Voluntary Environment and Heritage Organisations (GVEHO) program.
 
"Volunteer organisations make an important contribution to the protection and conservation of Australia's environment and historic heritage," Mr Garrett said.  "This program provides assistance for their day to day running. 
 
"Unlike the previous Government, which restricted these grants to groups working directly on projects on the ground, I believe that non-government organisations have a crucial role to play as advocates for our environment and heritage.
 
"We have revised the program guidelines to recognise this contribution to policy development, and their provision of valuable information.
 
"These organisations help involve all Australians in caring for and conserving our natural and historic heritage."
 
Mr Garrett said not-for-profit organisations had:
 
-        provided valuable input to public debate and policy development on environmental and historic heritage matters;
-        rehabilitated natural assets of local, national and international significance;
-        restored and conserved invaluable heritage places and artefacts; and
-        been the vehicle through which environmental and heritage skills are learnt and refined.
 
Mr Garrett said the multi-year grants allowed for forward planning by organisations and cut the administrative costs of reapplying each year.
 
Grants cover day to day running costs such as office rental, utilities, office supplies, staff and volunteer training and are open to national, state/territory, regional and local organisations geared towards:
 
-        The protection and/or enhancement of the natural environment; or
-        The protection and /or conservation of Australia's historic heritage

10) 2001 UNESCO Convention for the Protection of the Underwater Cultural Heritage
 
Barbados has become the 20th country to ratify the 2001 UNESCO Convention for the Protection of the Underwater Cultural Heritage. This was confirmed by the Director General of UNESCO, Koichiro Matsuura, announced on Wednesday 8th of October, during the afternoon session of the 180th Executive Council. Mr Matsuura advised that, accordingly, the future entry into force of the 2001 Convention will take place on 2nd January 2009 (three months after the deposit of the 20th ratification).
 
This is a significant milestone in the international protection of underwater cultural heritage that began in the mid-1990s with the development by ICOMOS of its Charter on the Protection of the Underwater Cultural Heritage - ratified by the 11th ICOMOS General Assembly in Sofia, Bulgaria, October 1996. There is a long way to go yet of course - for Australia and many other countries - but this Convention just came into harbour!
 
UNESCO, ICOMOS (and its International Scientific Committee, ICUCH), AIMA, ACUA as well as many other organisations and individuals will need to continue to work with the other countries that are moving toward ratification - as well as to assist countries that have ratified. Capacity building - ie. developing an infrastructure of authorities with competence in UCH management, will be a key focus. Providing access to university courses and practical skills, eg. NAS programs, will play an increasingly important role in ensuring the effective implementation of the principles and rules of the Convention.

'the others' or 'les autres' is the touring name of 'the other APT', a multi-artform exhibition produced to coincide with and respond to the 5th Asia Pacific Triennial, with a similar focus - of art within the Asia-Pacific region. However, in the interest of protocol, best practice and inclusiveness, artworks were sought more locally, from Brisbane and beyond, to highlight the fact that Coastal areas have an interesting hybrid mix of artists, right here, right now, and are also in dialogue with the first people of Australia.
 
The primary curatorial premise of 'the others / les autres' is to show works from Indigenous Australian Artists, and also show meaningful works from other Artists that may constitute them as a friend in culture and good visitor to this country, in meaningful dialogue and otherwise. In other words, Aboriginals actively engaging with each other, and those from other cultural backgrounds - Torres Strait Islander, Melanesian, Samoan, Maori, Japanese, Filipino and others from outside the Asia-Pacific Rim, providing a true survey, commenting on individual and shared experience. Naturally some of these works are collaborations - existing works, and also works produced especially for the other APT, but all really important discourse, culturally and historically towards the importance of place, ceremony, ritual, legend, identity, politics and mutual respect.
