Places"

At every year end, ICOMOS Thailand organizes an annual conference for
members and interested academia and practitioners in the field of
heritage conservation and management. The conference has its main
purpose to seek for current trends and issues concerning cultural
resource conservation and management. This year ICOMOS Thailand in
cooperation with Architectural Heritage Management and Tourism
(International Program), Faculty of Arhitecture, Silpakorn University,
and the Fine Arts Committee of the Association of Siamese Architects
under Royal Patronage (ASA) is pleased to announce the 2008 International
Conference on the topic "Conservation and Management of Sacred
Places". The conference comprises 2-day paper presentation and
one-day excursion to cases of sacred place management in Bangkok. A
special session of Preah Vihear is also provided in the afternoon of the
second day of paper presentation.
Call for papers
ICOMOS Thailand's International Conference and Annual Meeting 2008 Theme:
Management and Conservation of Sacred Places
Rationale:
Sacred places are manifestations of beliefs and aspirations of
humankind. Religious places, temples, shrines, places of worship,
and holy areas are examples of sacred places. A sacred place may be
culturally significant to an individual, a community, a country, or even
an international establishment. Many sacred places contain both
tangible and intangible cultural values that require an appropriate
method of conservation and interpretation. Some sacred places were
created to spiritually fulfil ancient communities that had been
disappeared. In many countries, particularly those having long
history and evolution, sacred places are abundant and regarded as
cultural heritage sites while some have already been enlisted world
heritage where proper conservation measures are essential.
The linkage between spiritual and physical qualities has made the sacred
place a unique kind of cultural heritage. However, due to
contemporary social and economic needs, a number of sacred places are
being mistreated, leading to the degradation or loss of the world's
non-renewable cultural resources. Issues concerning loss or
degradation of sacred places can be listed as follows:
- Destruction: A sacred place may be destroyed due to a number of causes. An
inevitable cause is natural decay. Other causes are natural and
man-made disasters, preference to modern structure, and political
interference. Recently, conflict among states has become one of the
major causes of sacred place destruction as well.
- Setting and integrity: Modern conservation has expanded its boundary to deal with
urban and rural settings. It is now widely understood that the
restoration only the structure may not be adequate if the development of
the environs are not well managed. The 'intactness and wholeness'
of the entire site of sacred place are to be carefully considered because
the development of the environs can either degrade or enhance the
intrinsic value of the heritage.
- Replication: With the power of today's money and globalization, a unique, authentic
sacred place can be copied and built in a different place with new
function, mostly for the sake of hi-end tourism. Such creation has
brought about conflict among the society with the pros and the cons of
such development.
Regarding cultural importance of the sacred places and the concern with
their mistreatment, ICOMOS Thailand is now calling for papers concerning
the aforementioned issues from academia, professionals and interested
individuals working in the field of cultural environments, archaeology,
architecture, engineering, planning, history, sociology and others.
The qualified papers will be presented in the ICOMOS Thailand
International Conference 2008 in Bangkok during 29 and 30 November
2008. Those who are interested in sharing knowledge and idea
concerning Preah Vihear are welcome to submit the paper.

2) US/ICOMOS congratulates Carol D
Shull on being a finalist to the Service to America Medal in Career
Achievement
CONGRATULATIONS, CAROL SHULL!
US/ICOMOS Board member Carol D. Shull is one of five finalists to the
prestigious Service to America Medal in Career Achievement. The award
recognizes significant accomplishments in a lifetime of public service.
The nomination sites Carol for "leading the expansion of the
National Register of Historic Places to include well over a million
properties, and recognized and helping preserve sites of cultural
significance." Carol Shull was among 29 finalists selected from a
pool of 500 Federal civil servants nominated under the seven medal
categories.
The Service to America Awards (Sammies) are presented annually by the
nonprofit, nonpartisan Partnership for Public Service to celebrate
excellence in our federal civil service. Nomination submissions are
open to the public.
Carol Shull is currently Chief of Heritage Education Services at the
National Park Service.
US/ICOMOS is proud and fortunate to count with the dedication of Carol,
who has been an ICOMOS member for many years.

4) Call for Australia ICOMOS
members to contribute to International Scientific Committees
The 15th General Assembly of ICOMOS, held in Xi'an China in 2005, adopted
the Eger-Xi'an Principles, one objective of which is to open up the membership
of International Scientific Committees (ISCs). The latest version of the Principles,
incorporating amendments agreed to by the Scientific Council, has just been released
for discussion at the 16th ICOMOS General Assembly in Quebec later this year (refer
to item attached to this newsletter).
Within the global structures of ICOMOS, the ISCs are expected to be at
the heart of scientific inquiry and exchange in their domains. They
therefore complement the roles of ICOMOS National Committees. To perform
their role adequately, the ISCs need to contain expert members that span
the breadth of their subject, and to be geographically and culturally
diverse.
Australia ICOMOS is already well represented on several ISCs. However,
there are currently a number of ISCs with no Australian members, and
other ISCs that are seeking new members. Until the changes made by the
Eger-Xi'an Principles, the ability of Australia ICOMOS members to
participate in the ISCs was relatively limited. Australia ICOMOS has
therefore welcomed the reforms and is now keen to encourage all its Full
International Members to join an ISC in which they have a particular
interest. At present there is no funding to assist members to travel to
ISC meetings, although the Executive Committee is looking into the
possibility of providing some modest assistance for this purpose.
Although the Eger-Xi'an Principles allow prospective ISC members to
nominate themselves or to be invited to join directly by an ISC, the
Australia ICOMOS Executive Committee has reaffirmed its preference to
continue the process of nominating candidates for membership of ISCs. The
Executive Committee feels that this process assists both the ISC and the
candidate by providing an independent opinion on the standing and credit
of nominees in the field of the ISC within their own country.
Australia ICOMOS is therefore calling for expressions of
interest from Full International Members to be considered for
nomination to an ISC. Expressions of interest should be sent to the
Secretariat, and include a resume with particular reference to your
credentials in the specific field of the ISC for which you seek
nomination, and a statement on why you wish to be involved, and whether
you seek to be nominated as an Expert or Associate member. Please note
that the endorsement of your nomination by Australia ICOMOS is no
guarantee of your acceptance by the relevant ISC, and that the timing of
the consideration of your membership will vary from committee to
committee, according to their own rules.
Please send your expression of interest to the Secretariat no later
than Monday 11 August 2008 (email to
austicomos@deakin.edu.au),
so that it can be reviewed in time for the Executive Committee to
consider the nomination at its meeting in Darwin on 30-31 August. We are
anxious to forward nominations to ISC Chairs in time for the ISC meetings
to be held on Monday 29 September in Quebec, prior to the opening of the
ICOMOS General Assembly.

LATAM introduced to the 'Young Guides for Heritage' programme
The launch meeting of LATAM, held in Cartagena de Indias, Colombia,

management of historical archaeological projects. The candidate must hold
a minimum qualification of BA (Hons) in Australian archaeology.
The candidate must have at least 5 years proven experience working in the
Australian archaeological consulting industry and the ability to build
effective working relationships with clients, government agencies,
historical societies and interest groups. The candidate must have proven
ability in the completion of tasks and projects and can demonstrate that
they can meet project deadlines. The suitable candidate must be able to
demonstrate they can effectively manage assessment and excavation
projects from start to finish and obtain excavation permits from the
Heritage Branch, Department of Planning NSW.
